East Stockton Transfer Station
Page 2 of 2
Area of Concern Traffic Control
14 CCR S 17538
There have never been any documented accidents related to traffic at the facility;
however, East Stockton operates the transfer station so that space is very limited
for the safe flow of traffic on and out of the transfer station during periods of
peak traffic. During the inspection, Board staff observed six vehicles unloading
along with the operation of two loaders in the limited space of the tipping area.
while Board staff did not observe any mishaps, Board staff are concerned that East
Stockton does not minimize interference and safety problems for traffic flow. Board
staff suggest that East Stockton may consider adding a spotter, redirecting traffic
flow, repositioning the tipping area, moving the existing scrap metal area and other
operational options.
Area of Concern General
14 CCR S 17546 Maintenance of Equipment
East Stockton operated a CAT 950F loader without the backup warning signal being
audible.
Section Supervisor Associate Waste Management Specialist
