East Stockton Transfer Station <br /> Page 2 of 2 <br /> Area of Concern Traffic Control <br /> 14 CCR S 17538 <br /> There have never been any documented accidents related to traffic at the facility; <br /> however, East Stockton operates the transfer station so that space is very limited <br /> for the safe flow of traffic on and out of the transfer station during periods of <br /> peak traffic. During the inspection, Board staff observed six vehicles unloading <br /> along with the operation of two loaders in the limited space of the tipping area. <br /> while Board staff did not observe any mishaps, Board staff are concerned that East <br /> Stockton does not minimize interference and safety problems for traffic flow. Board <br /> staff suggest that East Stockton may consider adding a spotter, redirecting traffic <br /> flow, repositioning the tipping area, moving the existing scrap metal area and other <br /> operational options. <br /> Area of Concern General <br /> 14 CCR S 17546 Maintenance of Equipment <br /> East Stockton operated a CAT 950F loader without the backup warning signal being <br /> audible. <br /> Section Supervisor Associate Waste Management Specialist <br />
