CITY OF STOCKTON
DEPARTMENT OF PUBLIC WORKS
CITY HALL
425 N. EL OCRAOO STREET
STOCKTON, CA 55202-1 SS7
June 13, 1996
Mr. Tom Unsell, Permitting and Enforcement Div.
California Integrated Waste Management Board
8800 Cal Center Drive
Sacramento, CA 95826
1 '10
j
This is to notify you that on June 10, 1996 the Stockton City Council withdrew
designation of San Joaquin County Public Health Services as the Local Enforcement
Agency (LEA) for the City of Stockton. A copy of the resolution taking this action is
attached (Resolution No. 96-0301).
The Stockton City Council originally designated San Joaquin Local Health District as
LEA on April 11, 1977 by Resolution No. 34,042. On July 1, 1989, San Joaquin Local
Health District merged with the County and became known as San Joaquin County
Public Health Services. On February 24, 1992, The City Council reaffirmed San JoaquirL
County Public Health Services as LEA for the City of Stockton.
Resolution No. 96-0301 states no new local agency will be designated to replace San
Joaquin County Public Health Services. Therefore, according to Section 18056 of Title
14 CCR, the California Integrated Waste Management Board (CIWMB) becomes the
LEA for the City of Stockton.
Before CIWMB officially takes over as LEA we invite you to have a staff person go with
San Joaquin County Public Health Services on the monthly Title 14 inspections of
Stockton solid waste facilities. This way CIWMB staff can get familiar with these
facilities before assuming LEA responsibilities.
JAMES B. GIOTTONINI
PUBLIC WORKS DIRECTOR
98STOCKTON ...
