3-4
3.1.2.1 Cleaning
The transfer station building and facility grounds are cleaned of loose materials and litter
each operating day in accordance with 14 CCR, Section 17407.2(a)(1). The recyclable
materials and/or wastes are dumped on the floor in the RRF building; therefore, litter is not
allowed to escape. Additionally, employees pick up any litter before it becomes a problem.
The entrance and exits and paved areas of the station are kept clean to prevent the tracking
or off-site migration of waste materials in accordance with 14 CCR, Section 17407.2(b).
Loose materials, litter cleanup, and general housekeeping are accomplished by employee duty
assignments with daily inspections to assure compliance. The RRF does not accept fuel drums
or currently accept tires. Used and/or new parts utilized for equipment repair/maintenance
are stored at the landfill's maintenance yard. All of the equipment at the RRF is dedicated to
its own operation. However, if necessary, additional equipment can be obtained in an
emergency from Forward Landfill. All inoperable equipment is promptly repaired. Any scrap
metal from equipment repair is also salvaged. The RRF is screened from Austin Road on the
south and west sides by a 5-foot high vegetated earthen berm.
3.1.2.2 Container Cleaning
Container cleaning is currently not performed at the RRF. The site does not accept municipal
solid waste that attracts vectors. Virtually all of the waste materials received at the RRF (for
transfer operations) are dry. In the event that waste disposal operations are implemented in
the future, then any containers utilized will be cleaned on an as needed basis.
3.1.2.3 Housekeeping
In accordance with 14 CCR, Section 17416.1, general housekeeping is conducted at the
facility to minimize the accumulation of materials (i.e., used parts, inoperable equipment,
tires, scrap and similar items). Housekeeping activities are conducted on a continual basis
by station personnel.
3.1.3 Solid Waste Removal (14 CCR, Section 17410.1 (a)(2))
In accordance with 14 CCR, Section 17410.1 (a)(2), residual solid waste at the RRF is
removed within 24 hours of receipt and disposed at the Forward Landfill. All residual wastes
are loaded into a 20-cy bins and transported to the Forward Landfill for disposal. The empty
and full drop boxes are stored on the west side of the RRF building. The drop boxes are away
from the RRF operations and storage areas and all landfill operations.
3.1.4 Non-Salvageable Items (14 CCR, Section 17408.4)
In accordance with 14 CCR, Section 17408.4, drugs, cosmetics, foods, beverages,
hazardous wastes, poisons, medical wastes, syringes, needles, pesticides and other
Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report-November 2014
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc
