3-5 <br /> materials capable of causing public health or safety problems will not be received and/or <br /> salvaged at the RRF unless approved by the LEA. <br /> 3.1.5 Scavenging and Salvaging(14 CCR, Section 17409.3 and 18221.6 (n)) <br /> Scavenging is prohibited at the RRF in accordance with 14 CCR, Section 17409.3(a) and the <br /> SWFP. Commercial haulers of non-hazardous solid wastes may be directed to the RRF to <br /> conduct the hazardous waste exclusion program. Currently, the largest volume of recyclable <br /> material recovered is comingled curbside residential and green waste. However,the types and <br /> quantities of materials recovered are dependent upon such factors as the composition of the <br /> incoming commercial and industrial waste stream, the local economy, supply and demand for <br /> these recovered materials by the secondary markets, and the price paid by the secondary <br /> market buyer for a specific material. The RRF workers are trained to identify different <br /> materials according to their secondary materials market. <br /> 3.1.5.1 Materials Processing <br /> Current operations at the RRF include the transfer of mixed recyclables. The following is a <br /> description of the current operational procedures. <br /> Recyclables Operation <br /> At this time, no recyclables sorting operations are performed at the RRF. However, if the <br /> recyclables sorting operation is implemented again then wood, cardboard, plastic, paper and <br /> newspaper, glass, and metals will be segregated from the waste stream. Mechanized sorting <br /> may be done to process the recyclables. Currently, no sorting equipment is in-place within the <br /> RRF building. When a full shipment of a specific material is ready, it will be loaded onto a large <br /> transfer trailer for hauling to a permitted recycler. The remaining residual wastes will be <br /> loaded into the MSW bins and transported to Forward Landfill for disposal. None of the <br /> material transfer activities will interfere with other operations or the traffic flow. <br /> Recyclable Materials Transfer Operations <br /> At this time, the station area is only being used to transfer mixed recyclable material. During <br /> recyclables transfer operations, no separation or sorting of recyclables is performed. The <br /> route trucks hauling the mixed recyclables unload inside the RRF transfer building and then <br /> the materials are loaded onto large transfer trucks for hauling to a permitted recycler. <br /> 3.1.5.2 Storage of Salvaged or Recycled Materials <br /> Storage of salvaged or recycled materials is performed in accordance with 14 CCR, Section <br /> 17409.3(d). There is no long-term storage of recyclable materials at the RRF. During the <br /> recyclables transfer operation, no materials will be stored onsite.
