3-6 <br /> 3.1.5.3 Materials Removal <br /> During the recyclables transfer operation, materials will be loaded into large transfer trucks <br /> and hauled away generally the same day to a permitted recycler. All residual waste is <br /> unloaded into a drop box or transfer trailers and transported to Forward Landfill for disposal <br /> within 24 hours of receipt in accordance with 14 CCR, Section 17410.1. <br /> In no case are loose materials allowed to be stored on the tipping floor within the station for a <br /> period of time exceeding 24 hours, which may result in the creation of a public health hazard, <br /> nuisance, or fire hazard as required under 14 CCR, Section 174O9.3(c). Residual wastes are <br /> placed in one of five bins for delivery to the Forward Landfill within 24 hours. <br /> 3.1.6 Burning Wastes and Open Burning(14 CCR, Section 17407.1) <br /> In accordance with 14 CCR, Section 174O7.1(a), if burning wastes are inadvertently <br /> received at the RRF, they are separated from other wastes by a loader to a safe area away <br /> from the unloading, transfer, and processing areas where it can be spread and extinguished. <br /> Open burning of solid waste at the RRF is prohibited in accordance with 14 CCR, Section <br /> 174O7.1(b). If the smoldering or burning material cannot be immediately extinguished by <br /> facility personnel, or if there is a risk of the fire spreading or an injury to facility personnel, <br /> "911" will be called immediately for assistance from the Fire Department. The RRF has a <br /> water storage tank for fire suppression as well. It should be noted that an additional water <br /> truck is available at the landfill, if needed. Additional information regarding firefighting <br /> operations is discussed in Section 3.3.6. Any incidents of smoldering or burning loads are <br /> recorded in the Special Occurrence Log(see Section 3.4.3). <br /> 3.1.7 Hazardous, Liquid and Special Waste Exclusion (14 CCR, Section 17407.5) <br /> In accordance with 14 CCR, Section 174O7.5(b), the operator implements control measures, <br /> as necessary, to protect public health, safety, and the environment. The operator conducts <br /> a hazardous waste exclusion program in the form of a load-checking program. The transfer <br /> station is currently prohibited from accepting hazardous wastes, medical wastes, dead <br /> animals, and cannery waste per the existing SWFP (with the exception of wastes specified in <br /> the SWFP). It should be noted that cannery rinse water is used at the Compost Facility is <br /> discussed in the 2014 RCSI (SWT). In the event that a hazardous or prohibited waste is <br /> detected as part of the load checking program, as discussed in Section 3.1.8, it will be <br /> either rejected or, if the hauler cannot be identified, the waste will be separated or cordoned <br /> off until the appropriate authorities are contacted. If hazardous wastes are discovered after <br /> the hauler has left the site, it is either: 1) moved away from the working area, contained, and <br /> marked with the waste and generator information (if known), 2) moved to the hazardous waste <br /> storage locker (located at the southwest corner of the RRF - see Figure 8) for temporary (less <br /> 16 than 90 days)storage prior to proper offsite disposal or 3) if it is an unknown hazardous waste, <br /> it will be left in place, cordoned off, and the area evacuated until proper authorities arrive <br /> Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report-November 2014 <br /> z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc <br />
