3-11 <br /> Forward conducts an extensive litter collection program on a daily basis to minimize the impact <br /> of litter on the site and on the surrounding area. All incoming loads are required to be <br /> covered (tarped) when entering and exiting the facility (assumed tarped during <br /> transportation of waste). They should only untarp and tarp at the working area. This policy <br /> will be strictly enforced. Refer to the landfill guidelines letter (Republic, 2012) in Appendix F. <br /> Site personnel regularly patrol the overall property (including public/main roads) and pick up <br /> litter blown from the working areas of the RRF on a daily basis and as needed. If additional <br /> assistance is required beyond site personnel, temporary laborers will be hired. The personnel <br /> should not only collect litter from the facility, but also the facility entrance, public/main roads, <br /> and adjoining property, provided the property owner will allow access. Litter is collected as far <br /> north as the intersection of Austin Road and Arch Road, and as far south as French Camp <br /> Road and Austin Road on a daily basis. All litter is collected along this section of the road. <br /> Necessary safety precautions must be followed in the litter collection program. Crews are <br /> assigned to collect litter in remote areas of the site during periods in which weather conditions <br /> cause litter to accumulate in these areas and along South Austin Road. Litter caught in the <br /> fences is evaluated daily and removed as necessary. Once collected, the litter is transported <br /> to the landfill. A portable litter vacuum is also available to aid in litter collection (see Table 1). <br /> The vacuum can be used to collect litter that has accumulated on litter fences and for efficient <br /> litter removal between windrows. If there is a need for a portable litter fence, a semi- <br /> permanent litter fence will be installed to capture the litter prior to leaving the site. The <br /> utilization of such a fence will be continually evaluated and the fence will be relocated or <br /> extended, as needed. <br /> It should be noted that Forward has recently planted poplar trees along the eastern and <br /> western boundaries of the RRF. The trees are expected to grow at a rate of approximately <br /> seven feet per year to a total height of approximately 60 feet and are spaced sufficiently close <br /> to provide an effective barrier along the perimeter. Forward considered a 13-foot high <br /> perimeter fence, but felt the trees would be more aesthetic, limit dust transport, act as a <br /> barrier for litter, and allow for air mixing and odor dispersal. <br /> When winds reach 10 miles per hour or greater (refer to Section 1.7.5 for information on <br /> wind), the RRF will suspend site activities that are susceptible to wind transport of litter as <br /> deemed necessary by the site manager or their designee. Recyclable material unloading, <br /> which occurs indoors is not subject to wind, will continue. <br /> Buffer zones resulting from required facility setbacks along the site's perimeter should provide <br /> some protection of adjacent properties. Most of the activities associated with litter(unloading, <br /> screening, and grinding) are not conducted close to the facility's perimeter fence.
