3-12
Forward will remove litter from the neighboring offsite properties where access has been
granted by the property owner. This would include litter that is caught by tree limbs. Forward
will use the method (i.e., a litter extension pole) that is most effective and has the least
amount of impact to the offsite property.
Forward currently documents illegal dumping that occurs around or near the facility prior to
clean up and documents spills and accidents that occur at or near the facility (see Section
3.4.3).
Forward will also take photos of the litter before and after when there is an excessive amount
of offsite litter.
The site phone number ([209] 982-4298) is manned from 6:00 a.m. to 6:00 p.m., Monday
through Friday and 6:00 a.m. to 12:00 p.m. on Saturday. All other times, the contracted
security company will be available by phone to alert Forward personnel of any issues. For
additional information, refer to Section 3.1.1.2 and Table 2 of this TPR.
3.2.4 Noise Control (14 CCR, Section 17408.3)
In accordance with 14 CCR, Section 17408.3, noise control measures are instituted at the
RRF. Noise at the site includes traffic noise generated by trucks and other vehicles traveling
along on Austin Road to the landfill and RRF and noise generated by the equipment used in
landfill and RRF operations. Noise levels of on site equipment are controlled by proper
maintenance of mufflers to factory specifications.
Due to the vehicular volume with the waste quantity limits, deliveries of residual waste to the
landfill will be scheduled as regularly as possible to minimize queuing and idling. In addition,
the truck drivers will be encouraged to minimize their idling time.
Noise levels are not likely to create health hazards to persons using the site due to the use of
mufflers on heavy equipment. Protective ear wear is provided to all employees. Due to the
remote location of the site, noise levels are not likely to create health hazards to nearby
residents.
3.2.5 Nuisance Control (14 CCR, Section 17408.5)
In accordance with 14 CCR, Section 17408.5, the station is operated so as to not create a
public nuisance, health or safety problem. All station personnel are trained to eliminate any
aesthetic nuisance that may be created from daily operations. Operations are performed to
prevent nuisances such as vector, bird and animal control; odor control; noise control; dust
control; litter control; and traffic control as discussed in this TPR. Any complaints received
from surrounding properties will be investigated and appropriate steps will be taken to
remediate the nuisance.
Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report-November 2014
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc
