1.0 INTRODUCTION AND PURPOSE The Composting Facility at the Forward Inc. Resource Recovery Facility (RRF) currently operates at the southeastern portion of the Forward Landfill Property and coordinates with the operation of the existing RRF and the landfill facility. Composting operations are detailed in the Report of Composting Site Information (RCSI) (dated 2014). This Odor Impact Minimization Plan (GIMP) has been prepared to meet the requirements of Title 14 of the California Code of Regulations (14 CCR), Section 17863.4. This OIMP is intended to provide guidance to on-site personnel in the handling, storage, and removal of compostable materials. This OIMP is maintained on-site and revised, as necessary, to reflect any changes in the design or operation of Forward RRF/Compost Facility. Facility Name: Forward, Inc. All other times, the security company will be available by phone to alert Forward personnel of any issues. A sign is posted at the facility entrance with this information and will be kept up to date. Forward can deliver a flyer to local residents along Austin/Newcastle between Arch and French Camp with this contact information as well as when changes occur in this information. Forward operates the RRF including transfer/processing building and separation area, on the southeastern portion of the landfill property, in compliance with SWFP No. 39-AA-0020. The Site Plan for the RRF and Composting Facility is shown on Figure 1. The Composting Facility handles decomposable organic material including, but not limited to, green material, green material mixed with food waste, food waste, food processing residue, manure, mixed paper, cannery rinse water and agricultural wastes as defined in14 CCR, Section 17852.
