applications. The permitted peak daily tonnage for the Forward Landfill and RRF
(combined), including the compost operation, is currently 46,080 tons per week (not
to exceed 8,668 tons per day [tpd]). The total permitted throughout for the RRF is
3,080 tpd and the total maximum daily tonnage for the Compost Facility is 1,100 tpd.
All operating standards defined by State composting regulations are and will continue
to be followed.
Site personnel conducts daily odor inspections at the facility.
1.1 ODOR MONITORING PROTOCOL
1.1.1 Proximity of Odor Receptors
Land use surrounding the RRF and Compost Facility is primarily agricultural to the
east, west, and south. As shown in Figure 2, there is one residence located near the
site (within approximately a half mile or less). The residence at 9690 Austin Road is
approximately 500 feet from the landfill, on the east side of Austin Road across from
the landfill's main entrance. This dwelling is currently rented by Forward, Inc. and
kept vacant. In addition, three residences, with surrounding ancillary structures, are
located on the east side of Austin Road, approximately one mile north of the main
landfill entrance. Two additional residences, with surrounding ancillary structures,
are located east of Austin Road, south of the landfill/RRF.
Potential off-site receptors within two miles of the site include:
♦ Northern California Youth Correctional Center(a detention facility)
♦ California Health Care Facility (CHCF)
♦ Stockton Metropolitan Airport
♦ Burlington Northern and Santa Fe Intermodal Facility
Figure 2 provides an overview of the surrounding area within 1,000 feet and within
one mile.
Compost operations are located in the southeastern portion of the site directly
adjacent to the RRF and away from sensitive receptors. The closest receptors are
site personnel who operate and manage the facility during operating hours and
monitor compliance with applicable regulations.
1.1.2 Method for Assessing Odor Impacts
Each day, the operator evaluates on-site odors and operations for potential release of
objectionable odors. Best Management Practices (BMPs) and continual good
housekeeping measures are implemented to minimize the release of objectionable
odors. Specific activities which reduce/prevent odors include the following:
♦ Avoiding creating large stockpiles of incoming material.
♦ Producing a homogeneous material with the proper moisture content.
♦ Providing adequate aeration and agitation.
♦ Incorporating careful control of processing temperatures to maintain the rate of
decomposition.
Forward Compost Facility-OIMP 2 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\appendices\app a-3-oimp\oimp
text-rev 111414.doc;11/18/2014
