♦ Maintaining a carbon-to-nitrogen (C:N) ratio above 25:1 in initial mixes of high <br /> nitrogen materials. <br /> ♦ Placing a layer of cured compost over raw compost materials to act as an odor <br /> trap and serve as insulation. <br /> ♦ Using an organic odor neutralizer. <br /> If questionable or objectionable on-site odors are detected from an incoming load <br /> (vehicle) upon arrival at the scalehouse by site personnel, operations personnel <br /> implement the following protocol: <br /> 1. Investigate and determine the likely source of the odor. <br /> 2. Determine if on-site management practices could remedy the problem and <br /> immediately take steps to remedy the situation. Possible on-site odor sources <br /> and likely management actions are shown in Table 1. <br /> 3. Determine whether or not the odor is traveling beyond the site by patrolling the <br /> site perimeter and noting existing wind patterns. <br /> 4. If it is determined possible odor impacts occurred, contact is made with the <br /> appropriate Local Enforcement Agency (LEA) and/or neighbors. <br /> 5. Log the odor source and corrective actions taken in the Site Operations Log <br /> and Special Occurrences Log. <br /> If questionable or objectionable odors are detected by site personnel, they can reject <br /> the incoming load and this action is documented in the Special Occurrence Log. <br /> It should be noted that with regard to the transfer station, waste handling activities <br /> are conducted within the partially enclosed transfer station building and all wastes <br /> within the transfer station building are removed and delivered to the landfill within 24 <br /> hours of receipt. <br /> 1.2 CLIMATIC CONDITIONS <br /> 1.2.1 General Conditions <br /> Climatic conditions are not expected to adversely affect site operations. The climate <br /> of the region is typical of the California Central Valley. Winters are cold and wet with <br /> fog, while summers are hot and dry. Temperatures range from a minimum average <br /> value of 37°F in December to a maximum average value of 94'F in July, with an <br /> annual mean temperature of 62.4°F (www.weather.com). <br /> Rainfall is seasonal in the Central Valley region, with approximately 90 percent of the <br /> rainfall occurring between November and April. Figure 3 illustrates the isohyetal <br /> precipitation map for San Joaquin County. The isohyetal precipitation map divides <br /> San Joaquin County into three rainfall intensity zones. The RRF/landfill is located in <br /> Zone 2 and receives approximately 17.87 inches annually. The Forward site is not <br /> located within the 100-year flood plain.
