3.8 MATERIAL PROCESSING, HANDLING, AND STORAGE PRACTICES
3.8.1 Processing
3.8.1.1 Feedstock
The Compost Facility is permitted to operate between the hours of 6:00 a.m. to 6:00
p.m. Monday through Saturday and is closed on Sundays and on Christmas Day and
New Years Day. During the week, the RRF accepts materials up until 4:30 p.m.
Odors are controlled by processing and removing the material as soon as possible
after being brought into the RRF. Odors are not anticipated from the materials since
it is stored for no more than 24 hours within receipt.
3.8.1.2 Processed Material
Incoming material undergoes preprocessing to remove any visible contaminants.
Loads are visually inspected at the RRF and are manually sorted in the processing
area. A magnetic separator is utilized to extract nails and other ferrous contaminants
from the green waste material after it has been shredded.
The compost process time is projected to be between approximately 4 to 12 weeks,
depending on the compost product quality. The curing process takes approximately
1 to 6 months.
3.8.2 Pile Geometry
3.8.2.1 Feedstock
Sorting bins and wood waste stockpiles are located on the permitted property
surrounding the RRF building. The stockpile area of the RRF expands and contracts
depending upon the amount of materials sorted and the re-sale market.
3.8.2.2 Processed Material
The waste materials are formed into compost piles which may be placed up to
approximately 7 feet tall at center and 15 feet wide, and of varying lengths, up to
300 feet. The active compost is mixed, as required, for proper control depending on
temperature and moisture profiles and season (turning is kept to a minimum during
the rainy season). The frequency of the windrow turning and water addition are
determined by monitoring the pile temperature and moisture content. Temperatures
within the active compost are monitored daily using hand-held temperature probes.
As the materials in the active compost age, the volume of the compost decreases.
Windrows are combined with neighboring Windrows to maintain the desired pile
dimensions.
4.0 CONTINGENCY PLANS
4.1 FIRE PREVENTION
Forward, Inc. has a number of site and personal safety procedures in place as
detailed in the Contingency Plan. The following equipment and systems have been
installed at the site to prevent and control accidental ignition of combustible
materials and can be employed at the Compost Facility:
Forward Compost Facility-OIMP 8 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\appendices\app a-3-oimp\oimp
text-rev 111414.doc;11/18/2014
