♦ Fire extinguishers-inspected routinely and recharged, as necessary.
♦ Annual fire inspections by the Manteca-Lathrop Fire Department.
♦ A dirt supply is kept near the working area to smother a potential fire.
♦ Two water trucks are available.
♦ Emergency fire hose hook ups are located in the southeast corner of the landfill,
north of the South Fork of South Littlejohn's Creek and in the entrance facilities
for the fire department.
♦ Knoxbox outside the landfill main entrance with keys to the main gate, landfill
office, RRF and Compost Facility office, and fire box.
♦ A pressurized water system, as needed.
Regular maintenance, inspection, and housekeeping procedures are conducted for
this equipment. Emergency equipment operating instructions, escape routes,
emergency response and evacuation procedures are identified in the Contingency
Plan.
The Compost Facility equipment and vehicles are maintained to prevent fires by
frequently removing debris and dust from undercarriages and engine compartments
of the heavy equipment and checking for, and repairing, oil and fuel leaks. Portable
fire extinguishers are provided on all heavy equipment vehicles, in both office trailers,
and in the equipment maintenance building at the landfill. Landfill personnel are
trained to perform initial fire suppression activities using appropriate site equipment,
stockpiled soil cover, and when necessary, a water truck.
The on-site water wells and a water storage tank provide water for fire suppression.
Water storage facilities consist of the primary 1,500-gpm on-site production well
located adjacent to the landfill entrance and a 500-gpm on-site production well
located by the RRF and Composting Facility. In addition, a water tank is located on
the south portion of the RRF and Compost Facility area.
In addition, measures are taken to provide adequate perimeter clearance or fire burn
as part of the landfills operation. Fires starting either on the landfill or the Compost
Facility would be hindered from spread to the other by the South Fork of South
Littlejohn's Creek, which splits the property and these facilities and creating a natural
fire break.
4.2 WATER SUPPLY
There are four production water wells at the site. One well, located near the main
entrance facility was drilled to a depth of approximately 135 feet and groundwater
occurs at a depth of approximately 70 feet. The well was likely installed before the
opening of the landfill, having been previously used for agricultural purposes. It is
pumped at a rate of approximately 1,500 gallons per minute (gpm) at a maximum
frequency of approximately 27 times in a typical work day. Another well is located
south of the South Fork of South Littlejohn's Creek in the southeast corner of the
RRF/Compost Facility area, and has a capacity of 500 gpm. The third well is located
along the northern boundary of the former Austin Road Landfill.
