installed in 1972 and has a production of approximately 60 gpm. The fact that <br /> groundwater flow near the existing Forward Landfill is not modified by pumping from <br /> this well suggests that it is screened in a confined unit below the uppermost <br /> groundwater units that are monitored at the site. The fourth production well is <br /> located along the eastern boundary of the site, just south of the entrance to the <br /> RRF/Compost Facility. The locations of the wells located in the RRF/Compost Facility <br /> area is shown on Figure 1. <br /> These water supplies are available for initial mixing of the compost to bring the water <br /> content up to desired levels, and wetting of the compost. Additional on-site water <br /> uses include site construction and waste disposal operations, RRF and compost <br /> operations, dust control, compaction, irrigation, equipment maintenance operations, <br /> sanitary facilities, firefighting, and emergency situations. Bottled water is provided <br /> for drinking. <br /> 4.3 EQUIPMENT <br /> The equipment available at the facility is presented on Table 8 of the RCSI. <br /> Additional equipment, such as Windrow turning equipment and temperature and <br /> moisture probes, are used, as needed, to meet the requirements of the compost <br /> operation standards, including minimization of odors. Facility equipment is <br /> maintained according to standard maintenance practice and the manufacturer's <br /> recommendations. Extra equipment is stored in the equipment maintenance area <br /> and storage yard at the landfill. In addition, extra parts are stored in a trailer on the <br /> southwestern side of the RRF building. <br /> For situations (e.g., breakdowns or power failure) that require standby, specialized, or <br /> additional equipment, Forward first utilizes available equipment from the landfill's <br /> operation. If this equipment is not available, Forward will lease or rent the <br /> appropriate equipment from local contractors or suppliers. Forward, Inc. has <br /> established contract agreements with local contractors and suppliers to provide <br /> equipment, as needed. <br /> 4.4 POWER SUPPLY <br /> All of the Compost Facility's processing equipment is diesel powered, and thus not <br /> subject to power failure. Backup generators are maintained on-site to provide power <br /> to the office trailer designated for the Compost Facility during power outages. <br /> 4.5 PERSONNEL AND TRAINING <br /> Additional personnel is added on an as-needed basis when, and if, a demand arises <br /> at the Composting Facility.
