3-14 <br /> Vector Eradication <br /> Traps and/or bait stations for rodents and insects/flies are serviced (or managed) on a <br /> weekly basis by Forward personnel and are maintained, as needed. If necessary, a program <br /> would be developed to identify and record any vector problems that arise. If these <br /> measures are not sufficient, a vector eradication program (including controlled spraying, <br /> exclusionary measures, etc.) will be developed and implemented using professional pest <br /> management services or a licensed exterminator, as necessary. In this case, routine <br /> inspection and monitoring of the site will be conducted by the LEA. <br /> Rodents and Insects <br /> The facility receives minimal quantities of wastes that may attract rodents and insects, thus <br /> minimizing the food and habitat. In addition, timely removal of the wastes, and keeping the <br /> storage of waste to within 24 hours of receipt minimizes the attraction and presence of <br /> rodents and insects. As mentioned above, Forward also has a professional pest <br /> management company on retainer for advice and services, as needed. Insects have not <br /> been a nuisance at the site. <br /> Birds <br /> Additionally, nuisance birds will be controlled by reducing litter through the litter collection <br /> program as discussed in Section 3.2.3 and Appendix E-1 of this TPR. If nuisance birds ever <br /> become an issue at the facility, the use of caps, kites, and/or falconry-based abatement <br /> may be utilized as control measures. In the event that caps are utilized in the future as bird <br /> deterrents, noise levels will be monitored and controlled, as needed. <br /> Recordkeeping <br /> Records of monitoring and any corrective measures taken to address infestations, should <br /> they occur, are maintained at the facility. <br /> 3.2.8 Odor Control (14 CCR, Section 17406.2 (d)) <br /> In accordance with 14 CCR, Section 17406.2(d), odor control measures are practiced at the <br /> RRF. The main odor control feature at the site is that waste handling activities are <br /> conducted within the partially enclosed transfer station building. All wastes within the <br /> transfer station building are removed and delivered to the landfill within 24 hours of receipt. <br /> Odors within the building are controlled through regular housekeeping methods. As <br /> discussed in Section 3.1.2.3, housekeeping activities are conducted on a continual basis. <br /> Facility personnel conducts daily odor inspections at the RRF. The RRF personnel evaluates <br /> if questionable or objectionable odors emanate from an incoming load (vehicle) upon arrival <br /> at the scalehouse.
