3-13 <br /> 3.2.6 Protection of Users (14 CCR, Section 17408.8) <br /> In accordance with 14 CCR, Section 17408.8, the station is operated in such a manner so <br /> as to minimize contact between users, wastes, and transfer operations. The RRF is not open <br /> to the public. The equipment operator and general laborers oversee the unloading of all <br /> incoming loads in such a way as to reduce potentially dangerous situations from occurring. <br /> Visitors to the site are required to park in a designated parking areas to avoid circulation <br /> conflict with facility traffic, operations and other facility vehicles or equipment. Signs <br /> specifying rules of the facility, which protect users of the facility are discussed in Section 3.3.3. <br /> Personal safety equipment is provided to all personnel. First aid kits and eye wash kits are <br /> available at the facility. Fire extinguishers are strategically located in the facility. The <br /> firefighting equipment is discussed in Section 3.3.6. The site's Emergency Action Plan, which <br /> is part of the site Health and Safety Plan (Appendix D) outlines procedures in case of an <br /> emergency evacuation and provides an evacuation map, which is posted in several <br /> conspicuous areas at the facility for public and company personnel access. <br /> 3.2.7 Vector, Bird and Animal Control (14 CCR, Section 17410.4) <br /> In accordance with 14 CCR, Section 17410.4, the operator will continue to institute <br /> measures to control or prevent the propagation, harborage and attraction of flies, rodents or <br /> other vectors and animals, and to minimize bird attraction. The operations management is <br /> responsible for maintaining effective vector control and has and will continue to implement <br /> a Vector Control Plan as discussed in this section and included in Appendix E-2. <br /> The majority of waste handling activities are conducted in the partially enclosed RRF building <br /> (open on one side). Daily removal of solid wastes and keeping the storage of waste overnight <br /> to a minimum will minimize the presence of rodents and insects. In addition, recyclables, such <br /> as glass and aluminum cans, that are stored overnight are kept on the tipping floor to deter <br /> vectors, birds, and rodents. Potential vectors, such as rodents, birds, and insects, are not <br /> expected to be a problem at the facility. The Site Manager at the facility performs a vector <br /> inspection on a daily basis for signs of any vectors. <br /> Housekeeping <br /> The primary deterrent in eliminating the potential for vectors is through implementation of <br /> effective operating procedures. Materials brought to the facility are handled at the <br /> designated unloading areas. All wastes or residuals are removed within 24 hours of receipt. <br /> Good housekeeping practices are employed to avoid creating a food source. Station <br /> maintenance describes cleaning and housekeeping activities at the facility (see Section <br /> 3.1.2).
