1. SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT (Staff Contact: John Cadrett,
209-557-6460)
a. 12(D.2)
Identified in EiR:
The project sponsor shall mitigate any significant future ROG increase by developing gas
wells within the Forward Landfill sufficient to achieve a recovery rate of 100-200 cfm of LFG
from the Forward Landfill. The gas wells shall be integrated into the consolidated facility.
collection/disposal system. To maintain a fess-than-significant ROG increase from existing
conditions,a small LFG collection system shall be installed at the currently uncontrolled
Forward Landfill before the total increased fugitive LFG release rate from all sources reaches
150 cfm(equivalent to 10 tons of ROG per year).
b. 13 (DA)
Proposed as Part of the Project:
a. Water any excavation areas twice per day,
b. Water stockpile haul roads at least once per day,
c. Water the perimeter facility road once per day on any day that the road is used,
d. Limit on-site travel speed to speeds less than those that would cause visible dust
emissions behind the vehicle,
e. Prevent track-out of mud and dirt through the following measures:
1) Providing a paved interior road of at least 100 feet in length to allow mud and dirt
to drop off before exiting the site,
2) Removing dirt and mud from Interior paved roads throughout the work-day,
3) Removing any dirt deposition on Austin Road at the end of each work-day.
f.Apply all-weather surfacing to any unpaved road segment that carries 50 or more vehicle
trips per day continuously for more than thirty(30)days,
g.Water unpaved equipment parking areas at least daily,
h. Best management practices shall be followed at all.times during operation-of the
grinder/screener at the composting operation, and shall Include assuring that inputs to
the grinder/screener have a sufficient moisture content to prevent generation of visible
dust or particulate matter.
c. 14(D.5)
Proposed as Part of the Project:
Measures that reduce landfill traffic and operations impacts through the use of Best Available
Control Methods(BACMs)as defined by the San Joaquin Valley Unified Air Pollution Control
District(SJVUAPCD)shall be required to reduce this cumulative Impact.
d. 15 Austin 1994(G5.b),Austin 2000(G5.b)
Excessively odorous wastes shall be mixed Immediately with other landfill wastes, depending
on their nature and source. If diluting the Intensity of odor Is not sufficient, then the operator
shall immediately cover offensive materials as soon as they arrive at the landfill.
e. 16 Austin 1994(G5,c),Austin 2000(G5.c)
The operator shall ensure that loading, unloading, and material handling activities are carried
out efficiently and without delays to avoid excessive odors.
f. 17 Forward 1993(DT)
Use water trucks andlor sprinkler systems to apply water a minimum of twice daily to
roadways and active faces of asbestos disposal areas to minimize airbome dust leaving the
site. Itis recognized that a balance must be struck between maintalning sufficient moisture
for dust control and applying too much moisture such that the generation of excess leachate
San Joaquin County UP-00-7, ER-00-21Forward, Inc.
Community Development page 19
