Independent Trucking C'qMny, Inc. <br /> Initial Study/Proposed Ne , e Declaration <br /> July 15, 1996 <br /> Page 3 of 4 <br /> The Applicant has projected that increases in the recycling industry over the next five years <br /> will increase the peak tonnage of material processed per day to 500 tons. This peak load <br /> capacity for the year 2000 is based on a 20% annual increase, beginning with the current <br /> permitted capacity of 250 tpd in 1995. <br /> Environmental Impacts <br /> Over the next five years the traffic is anticipated to increase as the tonnage of material <br /> increases. The increase in tonnage is predicted to come from predominantly commercial and <br /> transfer trucks. Currently an estimated 20 large deliveries occur during an average day, and <br /> 26 occur on a peak day These deliveries are expected to increase to 22 and 27, respectively, <br /> over the next five years. Small deliveries (non-commercial and pedestrian) currently average <br /> 60 per operating day and peak at 150 per operating day. Based on an estimated three percent <br /> increase in population, *hese numbers are expected to increase to 65 and 162, respectively, <br /> over the next five years. <br /> Neither large nor small deliveries during peak waiting periods have caused injuries or <br /> accidents, and there have not been any complaints registered with facility staff relative to <br /> waiting or traffic. Visible traffic problems are not evident during current operating hours. <br /> No known engineered traffic studies have been conducted for the Independent Trucking site. <br /> The Lead Agency has determined that the proposed project would have no adverse <br /> environmental effects with the addition of available space for staging, loads, receiving and <br /> shipping out product and processing materials on the Proposed Expansion for Processing <br /> Area and the addition of.a gate access on Church Street to improve traffic management over <br /> the next five years. These areas will need to be paved and fenced before they are used for <br /> these activities. The Lead Agency states the facility has not received complaints concerning <br /> noise or odors. <br /> GENERAL COEDITS <br /> The purpose of CIWMB staffs review of an environmental document is to assist the Lead <br /> Agency in: 1) identifying potential impacts from proposed projects, 2) determining whether <br /> any such impacts are significant, and 3) ascertaining whether significant impacts can be <br /> mitigated to a level of insignificance in compliance with the CEQA statutes and guidelines. <br /> CEQA Guidelines, Calif.)rnia Code of Regulations Section 15096 requires the CIWMB, when <br /> acting as a Responsible .kgency, to use the environmental document prepared by the Lead <br /> Agency in the CIWMB permit approval or concurrence process. CIWMB staff must <br /> determine whether or not the evaluation of potential environmental impacts assessed in the <br /> document is adequate for CIWMB use in the permitting process. <br />
