Independent Trucking Co y, Inc. <br /> Initial Study/Proposed Neg a Declaration <br /> July 15, 1996 <br /> Page 2 of 4 <br /> 1,000 feet of the Independent Trucking facility, including one on a 501 by 100' parcel located <br /> on the same block. Seven of the residences are on the block immediately to the south of the <br /> facility, four more are on the next block to the south, two are located on the south side of <br /> Scott Street, and seven more are on the second block to the southeast of Independent <br /> Trucking. <br /> Materials processed at Independent Trucking are predominantly source-separated materials <br /> retrieved from the typical municipal waste stream, including aluminum and bi-metal cans, <br /> California redemption glass and mixed glass, all grades of cardboard and paper, and all <br /> categories of plastics. Wood and concrete and other miscellaneous recyclable materials are <br /> accepted if special arrangements are made. Non-recyclable materials that arrive at the facility <br /> as a result of the recycling operation account for less than two percent of the materials <br /> received and are stored on-site for a maximum of 48 hours. All of the material processing <br /> area is fenced and paved. <br /> Currently processing and storage of recyclable materials occurs on 0.93-acre area that includes <br /> a 10,230 square foot building, a metal outbuilding, and a mobile home type trailer. Major <br /> equipment operated within this area consists of baling machines, a wire strapping machine, a <br /> conveyor belt, truck scales, a can crusher, and a paper shredder. The 0.37-acre storage yard is <br /> used for storage of truck trailers and metal containers. The facility operates Monday through <br /> Friday from 6:00 am to 6:00 pm, and is open to the public from 7:00 am to 3:00 pm. All <br /> employees normally depart by 6:00 pm. Nine full-time employees are'currently working each <br /> work day at Independent Trucking. <br /> Recyclable materials are typically dumped on the concrete floor of the processing area. The <br /> materials are pre-sorted with a bobcat loader either into a baler or onto a hand sorting <br /> conveyor. Sorted materials are either baled and stacked or placed loose into metal containers <br /> until delivery to a buyer. Non-baled product is normally shipped off the property in less than <br /> 48 hours. Baled product is stored until a buyer is secured, which may be several weeks. <br /> Forklifts, bobcat loaders, trucks, trailers, and roll-off units are all utilized to move loads and <br /> store recyclable materials. <br /> Proposed Action <br /> Independent Trucking is currently permitted by the CIWMB to process up to 250 tons of <br /> waste materials per day and is requesting to increase their permitted limit to 500 tpd. <br /> Through increases in processing and storage areas, equipment, qualified personnel, and <br /> decreased handling, the current design capacity is estimated to be 500 tpd. The Applicant <br /> requests that the "Proposed Expansion Area" be permitted to allow processing of recyclable <br /> materials, the "Proposed Future Expansion Area" be permitted for future expansion activities, <br /> and the "Storage Yard" be permitted for storage of trailers and containers. The proposed <br /> expansion would include the addition of a 1.04-acre portion of the original 2.34 acres. A <br /> 0.59-acre portion of this 1.04-acre area would be used for processing and storing recyclable <br /> materials, and the remaining 0.45-acre portion would be used for employee parking. <br />
