t
PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION "
Karen Furst, M.D., M.P.H., Health Officer
%FOR
304 East Weber Avenue, Third Floor - Stockton, CA 95202
209/468-3420
November 15, 2001 FILE
Michael Carrol
San Joaquin County Department of Public Works
1810 E. Hazelton Avenue
Stockton, CA 95201
Subject: Amendment to Report of Station Information(RSI)
Lovelace Transfer Station Permit# 39-AA-0008
It has been observed during recent inspections that there have been changes in
operational procedures. Noted changes include the following:
1) Utilization of chipper/grinder to process green waste. The use of this equipment and
allocation of its product should be included in an amendment to the RSI under Section
III-Operations Plan, Section C- Operations, and included in listing of station equipment
on Page 31. If the chipper/grinder is going to be utilized on the tipping floor it should also
be noted on Page 21 in the second paragraph.
2) The processing of recyclable materials including metal(s),.motors, and motor parts.
These activities are taking place in designated areas and should also be included in an
amendment to the RSI under Section III-Operation Plan, Section C- Operations. In
addition, the materials are considered waste that requires special handling. Section a on
Page 7 should directly address the handling of these materials. Salvaging and Materials
Recovery category located on Pages 34& 35 needs to list procedures for handling of
these materials.
An estimation of percent of diverted materials should also be included in the amendment
to the RSI. The current RSI states sorting and processing of recyclables to be between 5
and 15 percent diversion from transfer. A new calculation of projected diversion should
be addressed in the bottom paragraph on Page 30 and in Appendix B.
Any other proposed changes in operational procedures should be included in the
amendment to the RSI to reflect current or proposed features for station expansion and
renovation to comply with Section 44004(b) of the Public Resources Code.
A Division of San Joaquin CounLY Health Care Services
