Materials Receiving
(1) Materials Check-in and Weighing
Materials check-in and weighing procedure for the expanded Station Project will be
conducted in the same fashion as current procedures. The only difference is that the
scale house and scales will be at the new locations shown on Drawing RSI-2.
Therefore, the procedures described below, in general are the same as current
practices.
Materials will be checked in and weighed at the front gate located as shown on
Drawing RSI-2. As with current Station operations, the scale house operator will
process transactions for both Automated Disposal and Non-Automated Disposal
customers on the computer located the scalehouse.
The operator will verbally and visually obtain information on incoming Non-
Automated Disposal loads and manually enter the volume of the load as well as other
data into the computer. The computer stores the data and processes an invoice for
the customer. The transactions for the Automated Disposal customers will continue
to be processed by the computer. The vehicle loaded weight will be compared to the
tare weight stored in the computer in order to record the transaction. The data for
all transactions will be stored daily on floppy disks at the Station. The disks are
currently transported to the County offices where they are loaded into a computer
and used to compile waste quantity reports and invoices. The County office is
equipped with a computer with the same program as the Station scalehouse
computer. (The Station computer can also run daily reports as a check). The
County offices compiles monthly reports and invoices which are mailed to the
Automated Disposal customers.
(2) Hazardous Waste Screening Program
The Hazardous Waste (HW) Exclusion Program for the Station, written by the Solid
Waste Division (a copy is in Appendix I), will continue to be practiced at the
expanded Station. The exclusion program is designed to visually observe unloading
operations and exclude HW from being unloaded. A load checker records
information on all site users and checks each load for HW. A double containment
storage locker is used to temporarily store materials that escaped detection by the
exclusion program. These materials will be transported off-site by a licensed hauler
for disposal. The locker is clearly marked.
(3) Unloading
Unloading of waste is performed by site users inside the Transfer Building on the
07549001.012 33 September 23,1993
