Backup power will be supplied automatically to sump pumps in the event of a power
failure.
' 5. Litter Control
' Litter pickup procedures and frequencies are described in Section III.C.5, above.
The metal building over the transfer area should reduce windblown litter and contain
litter so that it can be routinely picked up and disposed of at the Station.
6. Noise Control
Equipment used at the Station will be equipped with proper mufflers. Noise
Sensitive receptors include a few residences along Lovelace Road, one residence
about 400 feet to the northwest of the existing transfer facility (See Drawing RSI-1),
and a few residences along Cohelo Road about 1/4 mile north of the existing transfer
facility"). The DEIR") for the project concluded that there were no mitigations
required for operational Station noise for the proposed Station expansion.
Inclusion of operations in the enclosed transfer building will provide enhanced noise
' control over existing open operations.
7. Odor Control
Regular removal of waste from recycling areas and the transfer building will be
performed to control odors. The transfer trucks stored at the Station will be cleaned
regularly in the truck wash of the O&M Building. The roll-off boxes for recycled
materials will also be cleaned periodically in the truck wash.
8. Traffic Control
Main traffic control will be performed by the site signing, striping, the gate attendant
and traffic spotters in the Transfer Building. The traffic/waste- flow plan for the
Station is shown on Drawing RSI-6. In addition to striping, signs to control traffic will
be posted to:
1 • Indicate to incoming traffic that the Automated Disposal only lane is not for
Non-Automated Disposal
• Indicate to Non-Automated Disposal users that they must wait for a light(two
signal lights before merging to the scale
• Notice "Office Entrance Only" along Lovelace Road
• "Do not Enter - Severe Tire Damage" for all exit lanes
• Include other control signs as noted on the plans
A speaker machine will be provided outside the scalehouse for Automated Disposal
vehicles.
07549001.012 42 September 23,1993
