Ther', front-end loaders push the materials <br /> toward the south edge of the floor where the materials ultimately are dropped <br /> into the roll-off bins stationed along the loading dock at the south edge of-the <br /> Tipping/Sorting Floor. Mechanized equipment may be added in the future to <br /> increase the recycling function. <br /> 3. Transfer <br /> The non-recyclable residual waste left on the Tipping/Sorting Floor is pushed by <br /> front-end loaders toward the north edge of the floor from where it is dropped <br /> into a transfer trailer through the loading slot. The stationary clamshell mounted <br /> above the loading slot spreads and compacts the waste in the transfer trailer until <br /> the maximum permissible load is reached. The "transfer" scale located in the <br /> transfer tunnel monitors the weight of the transfer trailer as it is loaded. <br /> 4. Recycling <br /> Recyclable materials separated at the source, includingwood waste and yard <br /> waste, are received and stored at the Recycling Drop-Of Area. Reusable items <br /> are salvaged,processed and exchanged or sold in this area. <br /> Recyclable materials recovered from the waste stream are stored at the Recycling <br /> Area. When the storage bins are full, these materials are transported to local <br /> firms for sale. <br /> 5. Hazardous Waste Exclusion Program <br /> This program was adopted 1987 to control disposal of hazardous waste at the <br /> station. It includes a load checking procedure to screen hazardous waste <br /> arriving at the transfer facility. Should hazardous waste be found at the station <br /> which was not detected in accordance with the Hazardous Waste Exclusion <br /> Program,it will be stored temporarily in storage locker(s) for ultimate disposal at <br /> a licensed facility. Hazardous Waste will not be stored in the locker(s) for longer <br /> than 90 days. <br /> E TRAFFIC AND CIRCULATION <br /> All incoming vehicles enter the site through the entrance on Lovelace Road and follow <br /> the signs indicating the various lane designations. <br /> 1. Public Route <br /> The self hauler uses the two "public" lanes,which ultimately merge into one lane, <br /> and then stop at the public scale. Unless otherwise indicated by the attendant, <br /> they are charged a disposal fee based on load volume or a minimum charge <br /> before proceeding to the Public Disposal Area. After unloading,they leave the <br /> station using the central exit drive. (Refer to Figure 3-2.) <br /> Depending upon the type of load and vehicle, and when indicated by the <br /> attendant, some vehicles of the general public are charged a disposal fee based <br /> on load weight. First,these vehicles are weighed loaded. After unloading in the <br /> Public Disposal Area,they return to the "public" scale to be weighed empty and <br /> charged accordingly. Empty weight of these vehicles are stored in the <br /> computer's memory system so they need not be weighed empty during future <br /> 3-11 <br /> J <br />
