trips to the facility. These vehicles then use the Recycling Drop-Off Road to by-
pass the Public Disposal Area and leave the station using the central exit drive.
2. Commercial Route
The refuse collectors use the "commercial" lane and stop at the "commercial"
scale. They are weighed loaded before proceeding to the Commercial Disposal
Area. After unloading they leave the station using the westerly exit. No
additional weighing is necessary since the tare weight of these vehicles is
recorded in the computer system. When new vehicles are put in service, they
must return to the "commercial" scale and be weighed empty to obtain the tare
weight.
Other occasional users of the Commercial Disposal Area may include vehicles
from the general public with large loads, as directed by the attendant, as well as
the overflow of"public"vehicles during weekend peak hours.
3. Transfer Route
The transfer trailers will use the "transfer" lane and proceed to the Transfer
Tunnel for loading. They are weighed at the "transfer" scale and leave the station
using the westerly exit.
4. Recycling Route
The general public with loads of recyclable materials that have been separated at
the source will stop at the "public" gate and then proceed to the Recycling Drop-
Off Area for unloading.
The vehicles that transport the recyclable materials to market are the only "non-
public" vehicles allowed to use the "public" lanes. These vehicles stop at the
public" gate for identification and then proceed to the recycling areas for
loading. They are weighed in the Recycling Area before leaving the station using
the east exit.
G. CONSTRUCTION PHASING
Construction of the new facility, will be phased to allow for uninterrupted operation of
the existing facility and a smooth transition after the new facility is completed.
The following is a schematic construction sequence:
1. Phase 1
Construction of Transfer Building,Recycling Area, Retention Pond,Fuel Station,
and roadways west of the existing station. Construction of Scale House, scale
pits, and new entrance road north of the existing station.
2. Phase 2
Construction of entrance road in segments and use of temporary detours, as
follows:
Construction of the two new "public" lanes in the vicinity of the existing
3-12
