County General Agricultural land use <br /> areas are typically committed to viable commercial agricultural enterprises that require <br /> large land areas to efficiently produce crops, such as the nearby almond orchards and <br /> pumpkin field. <br /> However, public, institutional and/or major impact uses such as the existing transfer <br /> station facility are allowed within land use areas designated for General Agriculture <br /> upon securing a Use Permit. The County Community Development Department staff <br /> has determined that the proposed facility expansion does not require a General Plan <br /> Amendment as it is consistent with the County General Plan land use policies. <br /> (Sullivan;personal communication) <br /> a. Solid Waste <br /> The Infrastructure Service Chapter of the County General Plan provides the <br /> following solid waste disposal discussion. <br /> SOLID WASTE DISPOSAL <br /> Solid waste management and disposal is governed by the San Joaquin <br /> County Solid Waste Management Plan, which defines programs for <br /> recycling, resource recovery, and disposal. This Plan will be revised <br /> under 1989 State legislation that requires an Integrated Waste <br /> Management Plan. The new Plan must include programs to reduce its <br /> solid waste by 50 percent by the year 2000. <br /> Objective: 1. To ensure the safe and efficient disposal or recycling of <br /> wastes generated in San Joaquin County. <br /> Policies: 1. Waste collection shall be mandatory in all Urban and Rural <br /> Communities of San Joaquin County. <br /> 2. The County shall promote maximum use of solid waste <br /> source reduction, recycling, composting, and <br /> environmentally safe transformation of wastes. <br /> 3. Solid waste disposal facilities shall not cause contamination <br /> of surface or groundwaters, as measured by State standards. <br /> 4. New sanitary landfills shall be located outside of: <br /> (a) Urban or Rural Communities; <br /> (b) a 100-year floodplain; <br /> (c) view from a scenic route; <br /> (d) areas of significant extractive or vegetative resources; <br /> and <br /> (e) at least 10,000 feet from a Stockton Metropolitan <br /> Airport runway. <br /> 4-6 <br />
