5. Solid waste collection and transfer facilities shall be located <br /> close to the areas they serve. <br /> 6. The County's Waste Management Plan shall be the basis for <br /> solid waste collection and disposal. <br /> 7. All development shall be consistent with the County's Waste <br /> Management Plans. <br /> Implementation: <br /> 1. Mandatory Collection. The County shall enact an ordinance <br /> requiring solid waste collection, including recycling, from all <br /> urban and rural communities. (Public Works) <br /> 2. Solid Waste Facilities-Development. Discretionary permits <br /> shall be required for all waste disposal facilities. (Planning) <br /> 3. Monitoring of Landfills. (Public Works) <br /> (San Joaquin County,July 1992) <br /> The Lovelace Transfer Station is centrally located within the"Central County Area" and <br /> receives waste from Stockton, Manteca, Ripon, Escalon, Lathrop, and the <br /> unincorporated Central County area. (Refer to Figure 4-5: County Solid Waste Planning <br /> Areas) The Central County location of the existing facility and proposed expansion <br /> complies with Solid Waste Disposal Policy 5 that states "... transfer facilities shall be <br /> located close to the areas they serve. The proposed expansion of the transfer station <br /> facility is consistent with the objective and policies of the San Joaquin County General <br /> Plan Solid Waste Disposal Chapter. <br /> The San Joaquin County Integrated Waste Management Plan and related Source <br /> Reduction and Recycling Element, specifically identify the proposed expansion of the <br /> Lovelace Transfer Station as an integral goal and aspect of achieving the County's solid <br /> waste disposal requirements pursuant to the California Integrated Waste Management <br /> Act of 1989 (AB 939). <br /> b.
