Section 9-115.490 Major r Impact Services. The Major Impact Services use type <br /> refers to land intensive activities that must be located away from residences or <br /> concentrations of people due to the magnitude or nature of the operation's <br /> impacts on the surrounding environment. Typical uses include airports, sanitary <br /> landfills, hazardous waste disposal sites, and correctional institutions. (San <br /> Joaquin County,July 29, 1992) <br /> In accordance with the County Development Code requirements, the proposed Major <br /> Impact Services use (transfer station expansion) is subject to conditional use permit <br /> approval in the AG-40 zone. Prior to approving the use permit for expansion of the <br /> transfer station the approving authority is required to make the following findings: <br /> Section 9-821.6 Findings. Prior to approving an application for a Use Permit, the <br /> Review Authority shall find that all of the following are true: <br /> (a) Consistency. The proposed use is consistent with the goals, policies, <br /> standards, and ma pps of the General Plan and any applicable Specific Plan <br /> or Special Purpose'Ran; <br /> (b) Improvements. Adequate utilities, roadway improvements, sanitation, <br /> water supply, drainage, and other necessary facilities have been provided, <br /> and the proposed improvements are properly related to existing and <br /> proposed roadways; <br /> (c) Site Suitability. The site is physically suitable for the type of development <br /> and for the intensity of development; <br /> (d) Issuance Not Detrimental. Issuance of the permit will not be significantly <br /> detrimental to the public health, safety, or welfare or be injurious to the <br /> property or improvements of adjacent properties; and <br /> e Comvatibility. The use is compatible with adjoining land use. <br /> (San Joaquin County,July 29, 1992) <br /> 4. Land Use Analysis <br /> The previous section addressed the development's consistency with the County General <br /> Plan and related goals and policies, as well as the applicable specific plans. Public <br /> health and safety and provision of service concerns are addressed in other chapters of <br /> this Draft EIR. The site suitability for the proposed development is adequately <br /> addressed in the Project Description in Chapter 3.0. The remaining narrative will <br /> evaluate the proposed use compatibility with adjoining land uses. <br /> Compatibility With Adjacent Land Use <br /> The preliminary site plan for the proposed project is depicted in Figure 4-2, with the <br /> existing transfer station boundary,and property acquisition areas to the north and west <br /> highlighted. Adjoining land uses include the Robinson Trucking business and <br /> associated gravel piles to the east, a vacant open field to the north, the Hayre Farms <br /> chicken brooding operation to the northwest and an open field to the west.
