WATER SUPPLY AND SEWAGE DISPOSAL <br /> The proposed utility plans indicate that restroom facilities in the office building and <br /> scale house will be connected to an on-site septic tank and leach field. The utility plans <br /> also indicate, that the existing on-site well and water system will remain in service until <br /> the new water system is operational. <br /> The Environmental Health Division has indicated that no significant environmental <br /> health water and sewer service concerns are anticipated as a result of project approval. <br /> Compliance with state and local health code requirements sufficiently mitigate <br /> environmental impacts to a less than significant level. (McCoy; personal <br /> communication) <br /> ISSUE: Effects on water and sewer service <br /> Significance: Not significant. <br /> Mitigation: Not required. <br /> E. LITTERCONTROL <br /> Project related increase in vehicle and truck traffic to and from the transfer station may <br /> contribute to an increase of local litter problems in the vicinity of the site. However, all <br /> hauled waste is to be covered in accordance with State Vehicle Codes. Both the County <br /> Sheriff's Department and State Highway Patrol have the authority to issue traffic <br /> violations for any vehicle or truck determined to be hauling uncovered waste. In <br /> addition, inspectors at the transfer station are also authorized to charge double fees for <br /> any vehicles that arrive at the station with uncovered loads. These existing measures, <br /> combined with enclosing the transfer operation within a building and the County's <br /> continual roadway maintenance activities serve to reduce potential litter control <br /> problems to a less than significant level. <br /> ISSUE: Effects on Litter Control Service <br /> Significance: Not significant. <br /> Mitigation: Not required. <br /> Note: Refer to Chapter 9.0,Water Quality,for a discussion of Storm Water Drainage. <br /> 6-3 <br />
