CHAPTER 1.0 <br /> INTRODUCTION <br /> A. Draft EIR <br /> This document constitutes the Draft Environmental Impact Report (Draft EIR) on the <br /> proposed Lovelace Transfer Station Renovation and Expansionproject. The Draft EIR <br /> assesses the potentially significant physical environmental effects of the proposed <br /> project. <br /> The proposed project involves expansion of an existing solid waste transfer station <br /> located on Lovelace Road in central San Joaquin County. The project involves new <br /> construction and recycling activities. <br /> B. Draft EIR Preparation <br /> The Draft EIR has been prepared in accordance with the California Environmental <br /> Quality Act (CEQA) of 1970, as amended, and the CEQA Guidelines adopted by the <br /> California Resources Agency, as amended. The County of San Joaquin is the Lead <br /> Agency under Section 15051 (b) of the CEQA Guidelines. Baracco and Associates has <br /> been authorized by the Lead Agency to prepare this Draft EIR and to recommend <br /> project modifications, and/or appropriate itiatio measures, to reduce significant <br /> environmental effects to a less-than-significant level. <br /> An EIR is an informational document intended to inform public agency decision makers <br /> and the public aboutpotential environmental consequences of approving a proposed <br /> project. An EIR should identify significant project effects,possible ways to minimize <br /> significant physical environmental effects, reasonable alternatives to the proposed <br /> pro,ect (if they could help to avoid or reduce a significant physical environmental <br /> effect), and significant environmental impacts which cannot be mitigated, and which <br /> will occur if the proposed project is approved. <br /> For purposes of an EIR, a "significant" physical environmental effect is defined as a <br /> substantial, or potentially substantial, adverse change in the physical conditions which <br /> currently exist in the area affected by the proposed project (CEQA Guidelines 15002 <br /> (g))' <br /> The County of San Joaquin has attempted to contact all affected agencies,organizations, <br /> and interested individuals through the CEQA Notice of Preparation (NOP) process. <br /> Appendix C contain the Notice of Preparation and all comments received on the NOP. <br /> The Draft EIR is a public document that can be reviewed by any interested party, and <br /> written or verbal comments can be submitted to the County on any aspect of the <br /> document. During the 45-day review period, written commentsregarding the <br /> environmental aspects of the project may be submitted to the Department of Public <br /> Works at the following address: <br /> 1-1 <br /> J <br />
