Box 1810 <br /> Stockton,CA 95201 <br /> A public hearing will also be held during the public review period by the San Joaquin ' <br /> County Planning Commission to receive testimony regarding the Draft EIR and <br /> environmental impacts of the project. <br /> C. Draft EIR Organization <br /> The Draft EIR is organized to facilitate review. The direct environmental effects, <br /> mitigation measures, cumulative environmental effects, and relative environment <br /> effects of the alternatives are summarized in Chapter 2.0. The project description and <br /> approval actions required to enable project construction are outlined in Chapter 3.0. <br /> Chapters 4.0 through 16.0 treat the various environmental issues of the project in detail. <br /> Chapters 17.0 through 21.0 provide overview analyses of alternatives,growth-inducing <br /> impacts, cumulative impacts,effects found not to be significant, and significant effects. <br /> The appendices include information related to the Notice of Preparation, Draft EIR <br /> preparers and references cited, and persons consulted in the Draft EIR preparation <br /> process. Other appendices provide technical background information used in <br /> preparation of the Draft EIR. <br /> D. Environmental Impact Analysis Methodology <br /> The scope of this EIR was first established by the Environmental Coordinator and the <br /> Solid Waste Division of the Department of Public Works. This scope was further 1 <br /> refined through the Notice of Preparation process (Appendix C) and a public scoping <br /> session (Appendix D). <br /> The analysis of impacts associated with each of the environmental issues is organized in <br /> Chapters 4.0 through 16.0,as follows: <br /> Environmental Setting <br /> Describes the environmental issues which may be affected by the project and <br /> relevant aspects of the regulatory environment. <br /> Environmental Impacts <br /> The environmental baseline established by the setting is analyzed for project <br /> impacts. <br /> Issue: A brief statement characterizes each issue within the specified <br /> environmental topic. This is followed by a discussion of the issue, associated <br /> analysis, and conclusions. <br /> Significance: Brief statement on whether or not the impact is significant. <br /> 1-2 <br /> 1 <br />
