and state standards for all forecast years. Project impacts on local carbon monoxide
concentrations are considered to not be significant.
Significance: Not Significant.
Mitigation: Not Required.
ISSUE: Odors
As part of the facility, operation, a number of potential odor sources are present. The
solid waste itself is an obvious potential odor source. The unloading areas, equipment
that comes in contact with waste, collection vehicles and landfill transfer trailers are
also potential odor sources.
The severity of any odor impact is highly dependent on operating procedures. The
longer refuse is stored on-site, the greater the potential for odor, particularly in the
warmer summer months. The odor potential for unloading areas and equipment is
dependent on"housekeeping" practices and how often equipment is cleaned.
There are some sensitive receptors near the site, so odors can potentially create a
nuisance.
Significance: Potentially Significant.
Mitigation:
10-4. The proposed transfer operation should be enclosed in a
building to reduce exposure of waste to the atmosphere.
10-5. The tipping floor should be regularly swept with a
mechanical sweeper.
Significance After Mitigation: Less than Significant.
10-8
