CHAP L ER 11.0 <br /> ISE <br /> A. ENVIRONMENTAL SETTING <br /> The project site is located on Lovelace Road between Union Road and Airport Way. <br /> Noise sensitive receptors include a few residences along Lovelace Road, one residence <br /> about 400 feet to the northwest of the existing transfer facility, and a few residences <br /> along Cohelo Road about 1/4 mile north of the existing transfer facility. <br /> Noise levels were monitored at five representative locations around the existing facility <br /> to quantify existing noise levels. The measured data are summarized in Table 11 <br /> (Refer also to Appendix H for a discussion of Noise technical data) Measurement <br /> Location 1 at the northwest corner of the existing facility was selected to quantify <br /> existing source noise levels from the transfer station. During the noise measurement, <br /> there was a lot of activity at the transfer facility. Numerous private vehicles entered <br /> and unloaded, commercial trucks entered and unloaded, as well as a transfer truck. <br /> !j Both front loaders and the backhoe used to level loads on transfer trucks were <br /> operating. <br /> The facility was operating at a similar level during measurements at Location 2 near the <br /> residence located northwest of the facility. A loader moved to the northwest corner of <br /> AM the existing facility during this measurement and generated a maximum noise level of <br /> 62 dBA. A backup beeper fenerated a noise level of 53 dBA. Based on the measured <br /> noise levels, the existing (day/night average sound level) at the residence is <br /> estimated to be about 55 to 5 A. <br /> Location 3 was in front of the residence located on Lovelace Road just west of the <br /> existin facility. Maximum noise levels at this location are generated by the dumping of <br /> material into container boxes located near the southwest corner of the facility. <br /> Typically, this generated noise levels of 60 to 65 dBA with instantaneous maximum <br /> noise levels reaching 67 dBA. The Ldn at this location is estimated to be about 61 dBA. <br /> Measurements were made at Location 4 on Lovelace Road about 1,000 feet west of the <br /> facility in order to quantify Lovelace Road traffic noise. Noise levels were monitored <br /> 100 feet south of Lovelace Road. During a 15-minute measurement, five automobiles <br /> and three pickup trucks passed the measurement location, generating an average noise <br /> level of 60 dBA. <br /> The other residential area near the project site is located on Cohelo Road about 1/4 mile <br /> to the north. The activities at the transfer station were audible and generated typical <br /> noise levels rangnng from 45 to 48 dBA. The existing Ldn at these residences is estimated <br /> to be 45 to 50 dBA. <br /> Regulatory Background <br /> Federal <br /> There are no federal noise regulations applicable to the proposed project. <br /> 11-1 <br />
