Construction Noise <br /> The proposedproject would be constructed in phases. During Phase 1, the transfer <br /> building,recycling area,retention pond,fuel station,and roadways west of the existing <br /> station would be constructed, as well as the scale house, scale pits, and new <br /> entranceway north of the existing stations. Phase 2 would involve construction of the <br /> new public traffic lanes in the vicinity of the existing road and removal of the existing <br /> scale and scale house. During Phase 3, the existing station would be demolished and <br /> there would be some construction of utilities and other services. Noise levels generated <br /> during the construction would vary, depending upon the numbers and types of pieces <br /> of construction equipment operating during any period. The highest noise levels would <br /> be expected during excavation and construction of the concrete foundation for the <br /> transfer building when hourly average noise levels could reach a maximum of about 85 <br /> to 90 dBA measured 50 feet from the site. Noise levels would reach 75 to 80 dBA at the <br /> nearest neighbor to the north of the site. This would be a substantial increase in noise <br /> during this phase of construction. Construction would be audible at the nearest <br /> neighbor along Lovelace Road,where typical worst case construction noise levels could <br /> reach 65 to 70 dBA. Short-term noise levels increases at other sensitive receptors in the <br /> area would be less than substantial, and no other significant short-term construction <br /> noise impacts would occur. <br /> ISSUE: Operations Noise <br /> Significance: Not significant. <br /> Mitigation: Not required. <br /> ISSUE: Construction Phase Noise <br /> There would be a significant short-term noise impact upon the residents located directly <br /> north and south of the proposed facility. This impact would be lessened if the <br /> following mitigation measures are implemented: <br /> Significance: Potentially significant. <br /> Miltigation: <br /> 11-1 Limit noise-generating construction activities to the hours of <br /> 7:00 a.m. to 5:00 p.m.,Monday through Friday. <br /> 11-2. Locate fixed or portable noise sources, such as air <br /> compressors and concrete pumpers, as far as possible <br /> from the property line. <br /> 11-3. Equip all internal combustion engine-driven equipment with <br /> mufflers which are in good condition. <br /> Significanceg After Mitigation: Less than significant. <br /> 11-5 <br />
