Lovelace Transfer Station <br /> 39-AA-0008 <br /> The inspection identified the following three areas of concern of the California Code of Regulations,Title 14, <br /> Division 7,Chapter 3: <br /> 1. Section 18221.6—Transfer/Processing Report. This section requires,in part,that the operator provide,in the <br /> Transfer/Processing Report,a descriptive statement of the manner in which activities are to be conducted at the <br /> facility. <br /> During the inspection it was observed that the compactor was operating at the northeast portion of the tipping <br /> floor on the public side. The April 2005 Transfer/Processing Report restricts the use of the compactor to the <br /> southern area of the tipping floor on the commercial side only. <br /> It is recommended that the local enforcement agency require the operator to use the compactor in accordance with <br /> the facility's Transfer/Processing Report. <br /> 2. Section 17409.5—Loadchecking. This section requires,in part,that the operator of an attended operation or <br /> facility shall implement a load checking program to prevent the acceptance of waste which is prohibited. <br /> During the inspection it was observed that a television and a tire were pushed into the transfer truck by the loader. <br /> It is recommended that the local enforcement agency require the operator to more thoroughly load check the solid <br /> waste material on the tipping floor for material that is prohibited by the facility's solid waste facility permit and <br /> existing regulations. <br /> 3. Section 17407.5-Hazardous,Liquid,and Special Wastes: This section requires,in part,that at operations and <br /> facilities where unauthorized hazardous wastes are discovered,control measures are necessary to protect public <br /> health,safety and the environment. <br /> During the inspection it was observed that uncapped automobile batteries were kept on a wooden pallet that could <br /> potentially spill hazardous battery acid. <br /> It is recommended that the local enforcement agency require the operator to provide adequate storage of <br /> automobile batteries that contain hazardous battery acid in the event of a spill. <br /> D. COMMENTS: <br /> During the inspection CIWMB staff and the local enforcement agency were informed that several drivers of the <br /> transfer trucks were on vacation and the compactor was down for repair for several days and that this contributed <br /> to the congestion and amount of waste on the tipping floor. The operator should have contingency measures in <br /> place so that if personnel are on vacation and/or machinery breaks down that these situations do not contribute to <br /> violating State Minimum Standards and create unsafe working conditions at the facility. <br /> Page 4 of 4 Inspector <br />
