BACKGROUND: <br /> A pre-permit inspection of the Lovelace Transfer Station was conducted on June 16,2005 by CIWMB staff and the <br /> local enforcement agency. During that inspection the following four violations of the California Code of Regulations, <br /> Title 14,Division 7,Chapter 3 were identified: Section 17410.1—Solid Waste Removal,Section 17407.4—Dust <br /> Control,Section 17410.4—Vector,Bird and Animal Control,and Section 17408.7—Personnel Health and Safety. <br /> The operator subsequently requested to waive CIWMB's time to consider the solid waste facility permit for the <br /> Lovelace Transfer Station and the local enforcement agency requested the permit be returned. The permit was returned <br /> to the local enforcement agency on June 23,2005. <br /> A new solid waste facility permit application package was submitted by the local enforcement agency on July 8,2005. <br /> B. VIOLATIONS: <br /> The inspection identified no violations of Public Resources Code,Division 30,Part 4,Chapter 3,Article 1 or of <br /> the California Code of Regulations,Title 14,Division 7,Chapter 3,Article 6. <br /> C. AREAS OF CONCERN: <br /> The inspection identified one area of concern of Public Resources Code,Division 30,Part 4,Chapter 3,Article 1: <br /> 1. Section 44014(b)—Operator Complies with the Terms and Conditions of the Permit. The solid waste <br /> facilities permit shall contain all terms and conditions that the LEA determines to be appropriate for the operation <br /> of s te facility.
