Lovelace Transfer Station <br /> 39-AA-0008 <br /> The Lovelace Transfer Station's solid waste facility permit,dated April 1, 1994,allows the facility to accept a <br /> maximum traffic volume of 478 vehicles per day. <br /> Based on the traffic records provided by the operator,the facility exceeds its maximum of 478 vehicles per day on <br /> a consistent basis. <br /> According to the operator commercial packer trucks were not included in the original solid waste facility permit <br /> issued in 1994. The permit should have contained all vehicles that were analyzed for in the environmental impact <br /> report for the facility. <br /> The operator submitted a revised solid waste facility permit application to the local enforcement agency on <br /> January 27,2005,to update the permit to match traffic volume that was analyzed in the environmental impact <br /> report. <br /> This area of concern will be corrected if the CIWMB concurs on the issuance of the revised solid waste facility <br /> permit for the Lovelace Transfer Station at the August Board meeting. <br /> The inspection identified the following six areas of concern of the California Code of Regulations,Title 14, <br /> Division 7,Chapter 3,Article 6: <br /> 1. Section 18221.6—Transfer/Processing Report. This section requires,in part,that the operator provide,in the <br /> Transfer/Processing Report,a descriptive statement of the manner in which activities are to be conducted at the <br /> facility. <br /> During the inspection it was observed that the compactor was operating within 100 feet of personnel on the <br /> tipping floor. The April 2005 Transfer/Processing Report requires the compactor to maintain a 100 feet distance <br /> from site personnel. <br /> It is recommended that the local enforcement agency require the operator to use the compactor in accordance with <br /> the facility's Transfer/Processing Report directives. <br /> 2. Section 17409.5—Loadchecking. This section requires,in part,that the operator of an attended operation or <br /> facility shall implement a load checking program to prevent the acceptance of waste which is prohibited. <br /> During the inspection local enforcement agency and CIWMB staff had to point out several items(Cathode Ray <br /> Tube,car battery,and paint can)in the waste that site personnel had not observed. <br /> It is recommended that the local enforcement agency require the operator to more thoroughly load check the solid <br /> waste material on the tipping floor for material that is prohibited by the facility's solid waste facility permit and <br /> existing regulations. It is also recommended that site personnel have regular training on load checking procedures <br /> at the facility. <br /> 3. Section 17407.4—Dust Control. This section requires,in part,that the operator take adequate measures to <br /> minimize the creation,emission,or accumulation of excessive dust and particulates,and prevent other safety <br /> hazards to the public caused by obscured visibility. <br /> During the inspection dusty conditions were observed in the transfer station and there was an accumulation of dust <br /> on the ground. A new row of misters have been installed on the southern end of the tipping floor,however,the <br /> nozzles are not providing a fine enough mist to control dust generation. <br /> It is recommended that the local enforcement agency require the operator to modify the dust control equipment in <br /> order to provide adequate dust control measures at the facility. <br /> Page 2 of 3 v Inspector <br />
