Lovelace Transfer Station <br /> 39-AA-0008 <br /> 4. Section 17410.4—Vector,Bird and Animal Control. This section requires in part that the operator shall take <br /> adequate steps to control or prevent the propagation,harborage and attraction of flies,rodents,or other vectors, <br /> and animals,and to minimize bird attraction. <br /> During the inspection it was observed that only one rodent control trap was present,one trap was removed <br /> because a cat had gotten into it and one needed repair. <br /> It is recommended that the local enforcement agency require the operator to provide adequate rodent control <br /> measures at the facility including the use of rodent traps and bait stations. <br /> 5. Section 17408.7—Personnel Health and Safety. This section requires,in part,that an Injury,Illness,and <br /> Prevention Program shall be available for review by local and state inspectors during normal business hours. <br /> During the inspection it was observed that the operator of the loader on the tipping floor was using his horn and <br /> personnel were standing away from the loader as it removed recyclables from the floor. However,the back up <br /> alarms on the two loaders and the compactor all sound identical. <br /> It is recommended that the local enforcement agency require the operator to provide backup alarms and/or other <br /> safety devices in order to assure that personnel on the tipping floor are aware of moving equipment. <br /> 6. Section 17416.1—Housekeeping. This section requires,in part,that the operator shall provide adequate <br /> housekeeping for the maintenance of facility equipment. <br /> During the inspection it was observed that the floor on the self-haul side had an accumulation of dust and dirt. <br /> It is recommended that the local enforcement agency require the operator to increase cleaning frequency of the <br /> self-haul floor to prevent the accumulation of dust and dirt. <br /> D. COMMENTS: <br /> During the inspection,CIWMB staff observed a significant decrease in the solid waste on the tipping floor and <br /> determined that the waste was being removed within the required 48 hour time frame. It is also noted that the <br /> local enforcement agency has included an additional condition on the solid waste facility permit for the Lovelace <br /> Transfer Station requiring solid waste,including recyclables,shall not be stored outside the permitted storage area <br /> and storage piles shall be spaced appropriately and not to exceed 12 feet in height. <br /> Page 3 of 3 Inspector <br />
