J. HAZARDOUS MATERIALS <br />(1) POTENTIALLY SIGNIFICANT IMPACT: RETENTION POND WATER QUALITY <br />The retention pond will collect storm water runoff from the site. Since the transfer <br />and sorting facility are under a roof, the runoff from the facility should not contain <br />leachate from the waste disposal operation. <br />Findings: <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect as <br />identified in the Final EIFL <br />Statement of Fact-. <br />The impact will be reduced by the following: <br />Sample and test the retention pond water annually if required by the Central <br />Valley Regional Water Quality Control Board. <br />(2) POTENTIALLY SIGNIFICANT IMPACT: EXPOSURE OF OLD LANDFILL DURING <br />CONSTRUCTION <br />An old landfill is known to exist along a portion of the northern site boundary. it <br />is planned to excavate this material and dispose of it off the site. <br />Finding: <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect as <br />identified in the Final E1R. The mitigation measure is listed below. <br />Statement of Fact: <br />The impact will be reduced by the following: <br />The cut slopeof the excavation area shall not exceed 2 feet horizontal to 1 foot <br />vertical (2:1). All excavated material should be disposed of at a County landfill. <br />!I.
