The facility is operated so as not to create a public nuisance, health or safety problem by pplying the other control measures identified herein. Operations are planned so that waste is never retained on site for more than 48 hours. Odors within the building are controlled through good housekeeping methods. The drainage system at the LTS consists of a network of catch basins and pipes draining into an unlined retention pond designed to collect site drainage for percolation and evaporation. The transfer tunnel and materials storage areas are provided with a sump and pump connected to the on-site drainage system. Back-up power is supplied automatically to sump pumps in the event of a power failure. A surface drainage and water runoff control plan is shown on Figure 97.
