The facility is operated so as not to create a public nuisance, health or safety problem by pplying <br />the other control measures identified herein. <br />In aeeer-danee with 14 GCR, Seetion 17406.2(d), eder- control meastir-es are instituted at the <br />LTRp�vrRF&TS, Odors are controlled by the rapid processing and transportation of waste after it is <br />deposited at the Transfer Station, including residual waste generated by materials recovery <br />operations in the MRF. Operations are planned so that waste is never retained on site for more <br />than 48 hours. Odors within the building are controlled through good housekeeping methods. The <br />transfer trucks and roll -off boxes stored at the facility are cleaned regularly and fel off boxes f v <br />3.2.2 3.4.3 DRAINAGE CONTROL <br />in aecor-danee with 14 GGR, Seetion 17407.3, the f4eility is designed with onsite drainage eontfel <br />fiaa4ttfes. The drainage system at the LTS consists of a network of catch basins and pipes draining <br />into an unlined retention pond designed to collect site drainage for percolation and evaporation. <br />The transfer tunnel and materials storage areas are provided with a sump and pump connected to <br />the on-site drainage system. <br />Back-up power is supplied automatically to sump pumps in the event of a power failure. A surface <br />drainage and water runoff control plan is shown on Figure 97. The design complies with the <br />NPDES industrial storm water permit regulations adopted by the State Water Quality Control <br />Board. <br />323 3.4.4 DUST CONTROL <br />in amord-an-ee. i'vith 14 GCR, Section 17407.4, dust eontr-el measures are eendueted at the <br />T r RF&Tc. The primary source of dust generations is during unloading of waste and <br />transfer into trailers. Outside the MRF, <br />Ssurfaces subject to frequent equipment and vehicle traffic are paved. A street sweeper is used to <br />clean the paved areas on site and access roads off site. A water truck is used to lightly spray water <br />on traffic areas to minimize the dust generation.
