EXECUTIVE SUMMARY <br /> A. INTRODUCTION <br /> Stockton Scavengers Association has applied to the City of Stockton for a Conditional Use <br /> Permit(CUP)to expand the operation of its transfer station on Navy Drive to a capacity of 1,150 <br /> tons per day (TPD). In 1989 Stockton Scavengers Association applied to the City of Stockton for <br /> a Use Permit to expand its operations to 300 TPD. The City prepared an EIR(EIR 5-88), which <br /> was certified by the City Planning Commission in June, 1989, and issued Use Permit No. 56-88 <br /> for the project later that month. However,the project was not initiated, and a new CUP and <br /> corresponding CEQA documentation must be prepared to address changes in the project since the <br /> original EIR was certified. The purpose of this Supplemental EIR(SEIR) is to analyze the <br /> potentially significant environmental impacts that result from the changes to the project that were <br /> not analyzed in the original EIR and to update, as necessary, information on current operations <br /> and existing conditions presented in the EIR. <br /> B. PROJECT DESCRIPTION <br /> The proposed transfer station expansion ("the project"analyzed in this SEIR) would increase the <br /> permitted solid waste throughput to 1,000 TPD and accept an additional 150 TPD of green waste, <br /> which would be ground and transferred offsite for composting or other uses. The project would <br /> also add material recovery facilities to enhance recovery of inerts and other recyclable materials; <br /> accept public self-haul wastes and potentially phase in collected residential waste(in addition to <br /> the commercial,construction and demolition, and industrial wastes currently accepted); and bring <br /> the facility into compliance with current City zoning. <br /> The transfer station currently handles approximately 1.5 TPD of solid waste. It operates Monday <br /> through Saturday from 4:00 a.m.to 5:00 p.m. and employs 66 people,as maintenance and facility <br /> staff,collection vehicle drivers(who currently utilize another transfer station and area landfills <br /> for refuse collected on commercial and residential routes), and managerial, sales, and clerical <br /> office staff. No materials are currently being recovered. <br /> Under the project,the transfer station would operate seven days a week—from 4 a.m. to 5 p.m. <br /> Monday through Saturday and from 8 a.m. to 4 p.m. on Sunday—and would be open to self haul <br /> traffic during these times. Operations on Sunday would be limited to receiving only public self <br /> haul waste. Only non-hazardous waste would be accepted. A random load check for household <br /> hazardous waste, which is sometimes found in small quantities in municipal solid waste, would <br /> be conducted biweekly.
