EXECUTIVE SUMMARY <br /> green waste operator,one loader operator, and six line/floor sorters,whose duties would <br /> interchange depending on flows. <br /> The primary transfer and material recovery operation would take place on the 5.8-acre area east <br /> of Pershing Avenue, while the 3.6-acre portion of the site west of Pershing would continue to be <br /> used primarily for bin and rolloff container storage. Portions of Pershing Avenue and Faye Street <br /> (shown in diagonal shading in Figure II-2, Chapter II) would officially be abandoned by the City <br /> prior to implementation of the project and become part of the site. (A portion of Temple Street, <br /> shown in crosshatch shading, would also be abandoned and become part of an adjacent property.) <br /> The container storage yard would be paved with an all-weather surface. <br /> Due to a revision of the City's zoning ordinance in 1993,transfer stations are no longer allowed <br /> under the site's M-1 (Light Industrial District)designation, and the transfer station currently is <br /> considered a legal, non-conforming use. The project site also includes the container storage yard <br /> west of Pershing Avenue, which is currently zoned CM (Commercial Manufacturing District). <br /> To bring the site into compliance with existing zoning,the portion of the site east of Pershing <br /> would be rezoned from M-1 to M-2(Heavy Industrial District) and the portion of the site west of <br /> Pershing would be rezoned from CM to M-2. <br /> INCOMING AND OUTGOING LOADS <br /> Incoming vehicles would enter the site from Navy Drive near the eastern boundary of the site. <br /> Incoming loads would be weighed at the scale then directed to either the"processable"or <br /> "nonprocessable"areas of the tipping floor(see Figure II-2 in Chapter II), depending on the <br /> quantity of recyclable materials expected to be in the load. At project buildout of 1,000 TPD of <br /> solid waste,the facility would receive an estimated 100 loads per day in rolloff vehicles from <br /> construction sites, 69 loads per day primarily in front loaders from residential and commercial <br /> routes, and 50 loads per day of public self haul wastes. In addition,the project would receive an <br /> average of 25 loads per day (totaling 150 tons) of green waste. Green waste would be ground in a <br /> diesel-powered tub grinder at the proposed green waste pad in the southeastern corner of the site. <br /> From the tub grinder the ground green waste would be loaded into rolloff bins. No green waste <br /> would remain at the site for more than 72 hours. It is assumed the facility would receive <br /> approximately 50 incoming public self haul loads(averaging 1 ton per load)per day in vehicles <br /> ranging from flat bed tracks and pickups to private vehicles. <br /> Approximately 38 loaded transfer trucks per day,averaging approximately 20 to 22 tons per load, <br /> would transport the refuse for disposal at area landfills or the Waste Management landfill in <br /> Lockwood,Nevada. Approximately 36 loads per day of recycled materials, averaging <br /> approximately 7 tons per load, would be transported to market in rolloff vehicles.
