III. ENVIRONMENTAL SETTING,IMPACTS AND MrrIGATION MEASURES <br /> D. NOISE <br /> Impact D.2: Operation of the expanded transfer station would generate substantial levels of <br /> P P <br /> noise that could adversely affect the noise environment of nearby land uses. (Significant) <br /> Project site operations are limited at present. Approximately 1.5 tons per day (TPD) of waste is <br /> currently processed at the site and no materials are being recovered. The site currently operates <br /> Monday through Saturday from 4:00 a.m. to 5:00 p.m. In addition to the approximately 1.5 TPD <br /> handled at the project site under existing conditions, Stockton Scavengers Association trucks <br /> currently collect loads of commercial waste and residential waste from throughout the City of <br /> Stockton and transport those wastes to the East Stockton Transfer Station and Forward Landfill. <br /> The trucks are parked at the project site, with trucks departing early in the morning and returning <br /> mid-to late-afternoon. The site also has existing truck maintenance and cleaning facilities. <br /> The project would allow the transfer station to receive a total of 1,150 TPD of waste and <br /> recyclables. Hours of operation would be expanded to include Sundays from 8:00 a.m. to <br /> 4:00 p.m.;current hours of operation Monday through Saturday would not change. <br /> Operations associated with the expanded transfer station could substantially increase noise levels <br /> at nearby noise-sensitive residential locations, at the Trinity Community Church,and at nearby <br /> industrial facilities from existing conditions. Under the project, Sunday operations would be <br /> limited to self-haul drop-off activities. Noise generated by such activities would be limited to the <br /> operation of public self-haul vehicles and would not significantly affect activities associated with <br /> the Trinity Community Church on Sundays. The use of heavy-duty collection and transfer trucks, <br /> the tub grinder,bucket loaders,roll-off trucks and other on-site noise-generating equipment <br /> would be prohibited. <br /> Representatives of the church were contacted for information on the use of the church Mondays <br /> through Saturdays when transfer station operations would be at their peak. Mae Smith,President <br /> of the Trinity Community Church, indicated that church activities occur on Wednesday evenings <br /> at 7:30 p.m. and occasional meetings are held on Tuesdays afternoons from roughly 1:00 to <br /> 3:00 p.m. (Smith,2000). The only hours where transfer station operations could affect church <br /> operations would be during Tuesday afternoon meetings. Authorized representatives of the <br /> church submitted a letter to the project applicant dated June 18, 1999 in support of the project. <br /> The letter states that church representatives have"no opposition to the proposed expansion of the <br /> Stockton Scavengers Association Transfer Station and Materials Recovery Facility located at <br /> 1240 Navy Drive. In connection with [the proposed expansion] Stockton Scavengers agrees that <br /> any operation on Sunday's will be limited to the general public use of the facility (Smith, et al., <br /> 1999)." The DNL standard is best applied to those types of uses that are sensitive to noise and <br /> are present for the duration of the day, such as residences and hospitals. Results of the survey of <br /> church activities indicate that proposed site operations would overlap with church activities for a <br /> couple of hours each week. The City does not have property line performance standards for <br /> churches other than the DNL standard. It is not expected that the operation of the transfer station <br /> would substantially affect the noise environment of the church. Vehicle operation at the transfer <br /> station would continue to occur in proximity to church activities.
