III. ENVIRONMENTAL SETTING,FAVACTS AND MITIGATION MEASURES
D. NOISE
TABLE III
.D-4
TYPICAL NOISE LEVELS FROM CONSTRUCTION EQUIPMENT
Equipment Noise Level(dBA,L
ConstructioneI at 50 feet)
Dump Truck
88
Portable Air Compressor 81
Concrete Mixer(Truck) 85
Scraper 88
Jack Hammer 88
Dozer 87
Paver 89
Generator 76
Backhoe 85
SOURCE: Cunniff,Environmental Noise Pollution, 1977.
than existing noise levels at nearby sensitive receptor locations and could increase day-night
levels in close proximity to the construction site by greater than 1.5 DNL.
Since construction activities would substantially increase ambient noise levels at a noise-sensitive
location, albeit temporarily, construction noise would be a significant effect of the project.
Mitigation Measures Proposed as Part of the Project
None.
Mitigation Measures Identified in This Report
Mitigation Measure D.la: Construction activities shall be limited to between 7:00 a.m.
and 7:00 p.m. on Mondays through Saturdays. To avoid disruption of Sunday services at
the Trinity Community Church, construction activities shall be prohibited on Sundays.
Mitigation Measure D.lb: Construction equipment noise shall be minimized during
project construction by muffling and shielding intakes and exhaust on construction
equipment(per the manufacturers' specifications)and by shrouding or shielding impact
tools.
Mitigation Measure D.lc: The project applicant shall construct the 6-foot high solid
masonry fence proposed along the western boundary of the site(Mitigation Measure A.1c)
prior to construction of the main transfer station/materials recovery area on the eastern
parcel of the site so as to provide some additional buffering from associated construction
noise.
Significance After Mitigation: Given the temporary nature of construction noise impacts, the
above mitigation measures would reduce the impact to a less than significant level.
Stockton Scavenger Transfer Station Erpansion III.D.12 ESA 1990190
