IV. IMPACT OVERVIEW <br /> water use at the site for vehicle e w ashmg and dust suppression In the materials processing area. <br /> However,the increased demand would be relatively minor and could be met by existing water <br /> infrastructure. <br /> Frontage improvements incorporated as part of the project, including construction of curbs and <br /> gutters,replacement of the existing surface drainage ditch on Pershing with a subsurface drainage <br /> pipe,and other improvements described in the Project Description,will enhance the stormwater <br /> drainage infrastructure in the immediate vicinity. Additional modifications of stormwater <br /> infrastructure, as identified in Section III.F, would be required to mitigate project impacts on <br /> runoff. Apart from these modifications on and near the site,the City's existing storm drainage <br /> infrastructure is expected to handle flows from the site. <br /> The existing municipal sewer infrastructure would be adequate to meet the relatively minor <br /> increase in wastewater that would be generated under the project. Stockton Scavengers' <br /> collection vehicles are currently washed every other day at the steam cleaning islands shown on <br /> the site plan and the project proponent does not expect a change in the frequency at which <br /> vehicles are washed. The facility's current permit to operate refuse vehicles from the San Joaquin <br /> County Department of Environmental Health is for 47 vehicles,while the project would include <br /> 60 vehicles, as indicated in the Initial Study (see Appendix Q. Although the addition of 13 <br /> vehicles constitutes approximately 25 percent of the existing fleet, it is not expected that such an <br /> increase would significantly affect the City's wastewater collection and treatment facilities. <br /> Wear and tear on City streets related to project construction and traffic is not expected to be <br /> excessive or beyond normal use. The project would not increase demand for schools,recreation, <br /> or other public facilities. <br /> ENERGY AND NATURAL RESOURCES <br /> The project would not result in a significant increase in the consumption of energy or natural <br /> resources. There are no known mineral resources on the site that would be rendered unusable by <br /> the project. <br /> AESTHETICS, LIGHT & GLARE <br /> As noted in the 1989 Expanded Initial Study,the existing visual environment of the project site is <br /> that of a well-maintained light industrial area. The project would not result in any significant <br /> negative impact to the area's visual quality. No scenic vista or view open to public would be <br /> obstructed by implementation of the project. Reflective paint would not be used on the new <br /> transfer station/materials recovery building or other project-related features, such as the wall <br /> along the western boundary, identified in the Land Use analysis to mitigate land use impacts,or <br /> the noise barrier around the western and southern boundaries of the green waste processing area, <br /> identified in the Noise analysis to mitigate noise impacts. The new building would be painted in <br /> neutral colors consistent with existing buildings on the site. Windows in the new building would <br /> not be extensive, and would not create a negative impact due to increased glare.
