III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES <br /> B. AIR QUALITY <br /> to be used in lieu of the proposed diesel-powered equipment. Assuming the use of an <br /> electric-powered tub grinder and flat screen would be feasible, overall exhaust diesel <br /> particulate emissions from motor vehicle and mobile equipment at buildout could be <br /> reduced by 8 pounds per day. <br /> Mitigation Measure B.5b: Where the use of electric-powered equipment is infeasible, <br /> the project applicant shall purchase alternative fueled-mobile equipment (e.g., <br /> compressed natural gas fueled forklifts)to the extent feasible. <br /> Mitigation Measure B.5c: For any diesel-powered mobile vehicles and equipment used <br /> at the site, the project applicant shall use"California diesel,"diesel fuel sold for on-road <br /> motor vehicles in California that must meet certain specifications (e.g.,low sulfur and <br /> low aromatic content). Use of"California diesel" would provide a 25 percent reduction <br /> in exhaust diesel particulates relative to conventional diesel fuel. Use of"California <br /> diesel"fuel in all off-road mobile equipment(including the tub grinder and flat screen) <br /> could reduce exhaust diesel particulates by an estimated 4 pounds per day. <br /> Mitigation Measure B.5d: The project applicant shall investigate and use the following <br /> technologies to reduce pailiculate emissions from diesel-fueled engines: exhaust <br /> treatment technologies that use catalytic and non-catalytic oxidation and filtration(e.g., <br /> exhaust gas purifiers, thermal oxidizers,and filters);engine modifications; and,fuel <br /> additives. Manufacturers have claimed that these technologies can achieve between a 10 <br /> and 95 percent reduction in particulate emissions. Assuming that these retrofit <br /> technologies could be used with all off-road mobile equipment and a removal efficiency <br /> of 25 percent could be achieved,overall exhaust diesel,particulates could be reduced by <br /> an estimated 4 pounds per day. <br /> Mitigation Measure B.5e: To the extent feasible, the project applicant shall purchase <br /> and/or phase in new diesel-powered mobile equipment that incorporates more stringent <br /> emissions standards mandated by the ARB. To demonstrate mandated engine <br /> improvements,post-1997 diesel-powered engines greater than 175 horsepower have an <br /> emission factor of 0.15 grams/horsepower-hour versus the post-1987 uncontrolled <br /> emission factor of 0.38 grams/horsepower-hour factor used to estimate project emissions. <br /> If post-1997 models were purchased for all equipment of 175 hp or greater,overall <br /> exhaust diesel particulates could be reduced by an estimated 8 pounds per day. <br /> Significance After Mitigation: Significant and Unavoidable. <br /> Impact B.6: The project would contribute to a cumulative air quality impact P J q y pact In the protect <br /> area(Significant). <br /> The project would result in the generation of air pollutants in the immediate vicinity of the site <br /> and along access roads,and would incrementally add to cumulative emissions. The project would <br /> incrementally add to ozone precursor emissions on a regional basis, and on a local basis would <br /> incrementally add to PM-10 emissions and could significantly add to toxic air contaminant <br /> emissions(see Impact B.5).
