III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES
C. TRAFFIC CIRCULATION AND SAFETY
TABLE III.0-4
EXISTING PEAK-HOUR INTERSECTION LEVELS OF SERVICE(LOS)
AM Peak Hour PM Peak Hour
V/C or V/C or
Intersection Delays LOS Delayl LOS
1. Navy Drive and Pershing Avenue(unsignalized) 1 A 1 A
1 Level of service is based on volume-to-capacity(v/c)ratio for signalized intersections,and on average delay
(expressed as seconds per vehicle)for unsignalized intersections.
SOURCE: Environmental Science Associates, 1999
IMPACTS AND MITIGATION MEASURES
ANALYSIS METHODOLOGY
Four scenarios were analyzed in this section to judge project and cumulative impacts; there are
two baseline conditions and two impact conditions.
• Existing(1999)conditions;
• Existing(1999)plus proposed Stockton Scavenger Transfer Station project;
• Future Baseline conditions(i.e.,projected traffic volumes under buildout of the Stockton
General Plan,as forecast by the City of Stockton comptiterized traffic model); and
• Future Baseline plus proposed Stockton Scavenger Transfer Station project.
SIGNIFICANCE CRITERIA
The state CEQA Guidelines define a significant traffic impact as one that causes an increase in
traffic that is substantial in relation to the existing traffic load and capacity of the street system.
The City of Stockton has established a level of service standard of LOS D for intersections. A
project would result in a significant traffic impact if it were to cause the level of service to
degrade from LOS D or better to worse than LOS D(i.e.,LOS E or F),or from LOS E to LOS F.
In addition, for this EIR the project would cause a significant impact if it would result in an
Stockton Scaenger Transfer Station Expansion III.C.5 ESA/990190
