III. ENVIRONMENTAL SETTING IMPACTS AND MITIGATION MEASURES <br /> C. TRAFFIC CIRCULATION AND SAFETY <br /> increase in traffic hazards associated with traffic flow on area roadways or at site access <br /> locations. <br /> IMPACT STATEMENTS AND MITIGATION MEASURES <br /> Impact C.l: The proposed project would generate new of-site vehicle trips,Including <br /> truck trips,on roadways serving the project site. (Significant) <br /> Trip Generation <br /> Current operations are similar to those described in the 1989 EIR, although the facility currently <br /> handles approximately 1.5 tons per day (TPD)of waste, compared to approximately 12 TPD <br /> analyzed in the 1989 report. Only Stockton Scavengers Association vehicles discharge waste at <br /> the site,and no materials are recovered at the facility. The transfer station operates Monday <br /> through Saturday from 4:00 a.m. to 5:00 p.m. <br /> In addition to the approximate 1.5 TPD handled at the project site under existing conditions, <br /> Stockton Scavenger Association vehicles (front-end loaders)also currently collect loads of <br /> commercial waste(about 400 TPD) and residential waste (about 112 TPD)from throughout the <br /> City of Stockton and transport those wastes to drop destinations of the East Stockton Transfer <br /> Station and Forward Landfill,respectively. Under existing conditions,trips associated with <br /> these loads use the site on a daily basis.2 <br /> The proposed project would amend the current permit to allow the Stockton Scavengers Transfer <br /> Station to receive up to 1,000 TPD of non-hazardous commercial, industrial and residential <br /> municipal solid waste and recyclables, construction and demolition (C&D)debris, and public <br /> self-haul waste. In addition, the facility would accept and grind up to 150 TPD of green waste, <br /> for a total of 1,150 TPD handled at the site on a daily basis. Hours of operation would expand to <br /> include Sunday (limited to only receiving public self-haul waste)from 8:00 a.m. to 4:00 p.m.; <br /> current hours of operation Monday through Saturday would not change. <br /> The net increase in vehicle trips generated by proposed activity at the project site,on roadways <br /> in the project area, would be about 272 round trips per day (544 one-way trips). About 264 daily <br /> round trips(528 one-way trips) would be made by trucks, with the remaining trips made by the <br /> expected increase in employees.
