III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES <br /> C. TRAFFIC CIRCULATION AND SAFETY <br /> Impact C.2: Traffic generated by the proposed project would contribute to cumulative <br /> traffic volumes on roadways serving the project site. (Significant) <br /> The City of Stockton computer travel demand model was used to forecast traffic volumes on <br /> project area roadways, and at intersections, under buildout of the city's General Plan (Tomura, <br /> 1999b). These volumes reflect development patterns and changes to the roadway network <br /> expected to occur in the future. Network changes of note include the planned extension of the <br /> Crosstown Freeway from its current terminus (at Fresno Avenue)westward to an intersection <br /> with Charter Way (Business Route 4). Net new project-generated vehicle trips were then added <br /> to these future baseline volumes to judge the potential impact the proposed project would have <br /> on cumulative traffic conditions. As shown in Table III.0-7, the study intersections would <br /> operate at an acceptable LOS D or better,except the unsignalized Charter Way/Stockton Street <br /> intersection where delays within LOS F would increase during the a.m. and p.m. peak hours. <br /> The contribution of a.m. peak-hour project-generated traffic to cumulative delays at the <br /> Charter/Stockton intersection, estimated to be no more than six outbound truck trips under <br /> maximum waste intake levels (see Table III.0-6), would be considerable(i.e., a significant <br /> impact). <br /> Level of service calculations are on-file and available for review at the City of Stockton <br /> Department of Community Development(Planning Division), 345 North El Dorado Street. <br /> Mitigation Measures Proposed as Part of the Project <br /> None. <br /> Mitigation Measure Identified in This Report <br /> Mitigation Measure C.2: The City of Stockton would implement Mitigation <br /> Measure C.la(i.e., install traffic signals at the intersection of Charter Way and Stockton <br /> Street). The project applicant would pay their fair share contribution to the cost of the <br /> signal installation. <br /> As discussed under Mitigation Measure C.Ia,justification for the installation of traffic <br /> signals at an intersection is based on signal warrants. Projected cumulative traffic volumes <br /> at the Charter Way/Stockton Street intersection were found to satisfy Warrant No. 11 <br /> under both a.m. and p.m. peak-hour conditions. Implementation of this mitigation measure <br /> would fully mitigate the cumulative impact during the a.m. peak hour; the level of service <br /> would improve to LOS C. <br /> Significance After Mitigation: Less than Significant. <br /> Impact C.3: The proposed project would increase traffic volumes on roadways in the <br /> vicinity of the project site,increasing the potential for vehicle conflicts.
