III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES <br /> D. NOISE <br /> ' General Plan recognizes noise pollution as a significant source of environmental <br /> The City's Gene a g p g <br /> degradation. To address these concerns,the City's General Plan Policy Document identifies <br /> community noise goals and establishes policies to reduce noise pollution. General Plan policies <br /> applicable to the project include (City of Stockton, 1990a): <br /> Policy 7: Noise produced by industrial uses shall not exceed 80 DNL at the nearest property line. <br /> Policy 8: Exceptions to the noise standards for commercial and industrial uses may be granted <br /> only if a recorded noise easement is conveyed by the affected property owners. <br /> Policy 9: Enforce the State Noise Insulation Standards(California Administrative Code,Title 24) <br /> and Chapter 35 of the Uniform Building Code (UBC). <br /> SENSITIVE RECEPTORS AND EXISTING NOISE ENVIRONMENT <br /> Sensitive Receptors <br /> Some land uses are considered more sensitive to ambient noise levels than others,due to the <br /> amount of noise exposure(in terms of both exposure duration and insulation from noise)and the <br /> types of activities typically involved. Residences, motels and hotels, schools, libraries,churches, <br /> hospitals,nursing homes,auditoriums,and parks and other outdoor recreation areas generally are <br /> more sensitive to noise than are commercial and industrial land uses. <br /> Sensitive receptors in the vicinity of the proposed project site include the Trinity Community <br /> Church,located at 1416 Pershing Avenue,residents west of the site across Temple Street,and <br /> residences and hotels/motels located along roadways providing access to and from the project <br /> site. The majority of land uses in the vicinity of the project site include commercial and <br /> industrial uses. <br /> i <br /> Existing Noise Environment <br /> The noise environment in the vicinity of the project site is influenced primarily by automobile <br /> and truck traffic,particularly vehicles travelling on Interstate 5(1-5),and stationary industrial <br /> sources. Noise associated with operations at the Holt Heavy Industrial Equipment Company, <br /> located just south of the residences on Temple Street, is audible at residential areas located across <br /> Temple Street from the project site. <br /> In order to characterize ambient noise conditions in the project vicinity, noise measurements were <br /> conducted for this report. Short-term a.m. peak-hour noise measurements were taken at two <br /> locations along project roadway segments where sensitive receptors currently exist. Additionally, <br /> two long-term noise measurements were taken in the immediate vicinity of the project site. Noise <br /> measurement results are presented in Table III.D-2.
