III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES <br /> D. NOISE <br /> Location A: Trinity Community Church <br /> The first long-term(24-hour or more)noise measurement was taken in the central area of the <br /> project site on the northern fenceline of the Trinity Community Church. Data were collected in <br /> hourly averages, which were then used to calculate the current ambient DNL. Figures A-1 <br /> through A-3 in Appendix A show the fluctuations in these hourly noise levels over the <br /> measurement period. As shown in Table III.D-2,noise levels of 65 DNL were recorded at this <br /> location on Friday, November 19, 1999. <br /> Location B: Near Residences on Temple Street <br /> A second long-term noise measurement was collected near the western boundary of the project <br /> site. The noise measurement was taken on the project site roughly 25 feet from the site boundary <br /> and 75 feet from the closest residence on Temple Street. Noise levels were collected in hourly <br /> averages over a four-day period. Figures A-4 through A-8 in Appendix A show the fluctuations <br /> in these hourly noise levels over the measurement period. As shown in Table IIID-2, noise <br /> levels in the range of 61 to 66 DNL were recorded at this location. Table III13-2 suggests that <br /> noise levels are typically lower over weekends than on weekdays. <br /> Location C: Segment of Fresno Avenue Between Charter Way and Eighth Street <br /> The first short-term (15-minute) measurement was taken on Fresno Avenue between Charter Way <br /> and Eighth Street, near some existing single-family residences, at roughly 60 feet from the <br /> roadway edge. The measurement was taken on Tuesday,November 23, 1999 between 7:01 and <br /> 7:16 a.m. Figure III13-2 shows the noise measurement location. Based on the measured data,the <br /> a.m. peak-hour noise level at this location is approximately 62 Leq. <br /> Location D: Segment of Navy Drive Between Josephine Street and Pershing Avenue <br /> The second short-term measurement was taken on the opposite side of Navy Drive from <br /> residences between Josephine Street and Pershing Avenue,at roughly 60 feet from the roadway <br /> edge. The measurement was taken on Tuesday,November 23, 1999 between 7:25 and 7:40 a.m. <br /> Figure III.D-2 shows the noise measurement location. Based on the measured data,the a.m. <br /> peak-hour noise level at this location is approximately 63 Leq. <br /> IMPACTS AND MITIGATION MEASURES <br /> SIGNIFICANCE CRITERIA <br /> A project would normally result in a significant noise impact if it would: <br /> • Expose persons to or generate noise levels in excess of standards established in the local <br /> general plan or noise ordinance,or applicable standards of other agencies; <br /> • Result in a substantial permanent increase in ambient noise levels in the project vicinity <br /> above levels existing without the project; or <br /> Stockton Scavenger Transfer Station Expansion III.D.7 ESA/990190 <br />
