III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES
D. NOISE
IMPACT STATEMENTS AND MITIGATION MEASURES
Impact D.1: Construction associated with the proposed expansion of the Stockton
Scavenger Transfer Station would temporarily and intermittently increase noise levels at
nearby sensitive receptor locations. (Significant)
Construction activity noise levels at and near the project site would fluctuate depending on the
particular type, number, and duration of uses of various pieces of construction equipment.
Construction-related material haul trips would raise ambient noise levels along haul routes,
depending on the number of haul trips made and types of vehicles used. Table III.D-3shows
typical noise levels during different construction stages. Table IIID-4 shows typical noise levels
produced by various types of construction equipment.
TABLE III.D-3
TYPICAL CONSTRUCTION NOISE LEVELS
Construction Phase Noise Level(dBA,Leq)a
Ground Clearing 84
Excavation 89
Foundations 78
Erection 85
Finishing 89
a Average noise levels correspond to a distance of 50 feet from the noisiest piece of equipment associated with a
given phase of construction and 200 feet from the rest of the equipment associated with that phase.
SOURCE: Bolt, Baranek, and Newman, Noise from Construction Equipment and Operations, Building Equipment,
and Home Appliances, 1971.
Construction of the proposed project would generate significant amounts of noise corresponding
to the appropriate phase of building construction and the noise generating equipment used during
those phases. The closest sensitive receptors would be the residences located west of the site
across Temple Street and users of the Trinity Community Church. The 3.6-acre area west of
Pershing Avenue would continue to be used for the storage of roll-off containers. With the
exception of paving the ground surface,no other major construction activities are planned for this
portion of the project site. Some construction would occur in association with the proposed cul-
de-sacs on Faye Street and Pershing Avenue. Residences along Temple Street could be located as
close as 50 feet from these activities. However, the majority of project construction would occur
on the area of the site east of Pershing Avenue, roughly 400 feet from residences.
Project construction is expected to occur over a three to four month period. Noise from
construction activities generally attenuates at a rate of 6 to 7.5 dBA per doubling of distance.
Residences along Temple Street could experience noise levels up to 89 Leq during cul-de-sac
construction and paving activities. Assuming an attenuation rate of 6 dBA per doubling of
distance, these residences would experience noise levels of up to 71 Leg during construction on
the eastern portion of the site. Construction noise at these levels would be substantially greater
Stockton Scavenger Transfer Station Erpansion III.D.11 ESA/990190
